The twoâ€"acre pool is similar to "a cement pond" and goes from a wading depth to six feet at its centre. While police said Haas was in water "chest high" at the time he experienced difficulties, Norgate said he‘d estimate the depth to have been closer to six feet. Norgate also said he‘d estimate about 70 to 80 people were in the pool at the time. Kloske said the pool doesn‘t have oxygen equipment or defibrillators because personnel aren‘t allowed to use oxygen and defibrillators. Neither is required under the Public Health Act‘s Public Swimming Pool Regulations and lifeguards aren‘t trained in their use. The act governs not only pool equipment but mechanâ€" ics, lifeguard to bather ratios and water quality. Nothing in the act says anyone with a medical problem must report it to pool authorities before swimming. It‘s left to the individual, said Kloske. While Haas and Norgate said it took a long time for the ambulance and fire department to arrive, Ted Guest, Deputy Chief of the Oakville Fire Department said department records and a tape of the call indicate maximum arrival time of the firefightâ€" ers was eight minutes.
