Town officials and ratepayers alike are heralding the bridge opening on Upper Middle Road as a significant event in the future growth and developâ€" ment of north Oakville, as well as the key to providing an alternative route from the Queen Elizabeth Way and Highway 5 for frustrated motorists. "I‘m absolutely delighted," Bob McIntosh, president of the River Oaks Association of Residents said of the bridge opening. "It will bring north Oakville together as one community," said McIntosh. ‘"That bridge is a godsend," comments Steve Klein, president of the Glen Abbey Residents Association. "We‘re certainly going to see a dramatic change in the traffic flow in Glen Abbey and Oakville at large. We‘ll have to get used to this inconvenience (of the increased traffic) but that is petty compared to the access we‘ll have to the entire north half of Oakville without having to craw! across over the often clogged QEW. The new bridge will allow for major, critiâ€" cal services, such as the police, ambulance, and fire department, to get across without difficulty." As for the inconvenience of the increased traffic coming into Glen Abbey, Klein noted that Upper Middle Road in Glen Abbey still remains a twoâ€"lane road now connected to a fourâ€"lane bridge, "and hopefully we‘ll see the expansion of Upper Middle west of the bridge into a fourâ€"lane | 2 Bridge opening a significant event for Oakville This Friday, Aug. 20th, the Smithâ€"Triller Viaduct, named after two millers on the Sixteen Mile Creek valley, will be officially opened to e traffic travelling through Oakville, almost a year ahead of schedule. I see this as a short term pain for long term gain." But how was this feat accomplished and how much has it cost the average taxpayer? The Upper Middle Road and bridge construction project design and its relatâ€" ed costs were unveiled back in 1990 by the town‘s consultants, McCormick, Rankin and Associates. At that time, construction costs were estimated at $36 million. No sooner had the town unveiled its plans for the project, the provincial government announced it would be cutting funding for the bridge by $7 milâ€" lion. The province had initially pledged about $25 million for the project, but later pared down the figure to more than $18 million, or about 50% of the total costs. The town began construction of a new $3â€"million Upper Middle Road from Trafalgar Road west to Sixth Line that same year, with construction from Oxford Drive to Dorval Drive (including the $23.5â€"million bridge) beginning in 1991. Contributions from townâ€"generated sources totalled $15.2 million â€" $2.5 million from debentures, $4.4 million from preâ€"1992 lot levies and $8.3 million from postâ€"1992 development charges. With financial commitments from the key parties firmly in place, construcâ€" tion of the project began in earnest in November of 1991, with the auguring of hundreds of caissons to support the foundations of the eight columns which would in turn support bridge segments. Work on the easterly extension of Upper Middle Road from Dorval Drive to Oxford Avenue began simultaneousâ€" ly with the construction of two 335â€"metre (1,100â€"foot) bridge sections across the environmentally sensitive, 15 to 30â€"metre deep Sixteen Mile Creek valley. Town engineer Dan Cozzi explained Dufferin Construction, the project‘s general contractor, had originally projected a completion date some time in 1994. The original plan called for the opening of the north bridge to two lanes of traffic in the spring of 1993. With the contractor‘s proposal to build both the north and south bridge simultaneously, it was possible to have the entire strucâ€" ture completed a year ahead of schedule, Cozzi said. We previously thought the project would in twin structures. But the contractor is building the Cozzi said.
