The emphasis should be on how to exercise leverage to get changes to it" Responding to arguments from the right, Brown says, "I suggest to them that we‘ve had nine years of Michael Wilson‘s economic plan. The Commission plans to designate an initial roster of assessment centres by January 1, 1994 to coincide with implementation of the reforms.
