Chief James Harding said "To comâ€" pare the .38 with the semi automatic is like comparing night and day. There is no doubt it is far more efficient, safer, more accurate and quicker to reload. The time has come to advance from one to the other." But the chief is not jumping on the bandwagon to criticize the old service revolver, "There is much said against the 38 cal. revolver, but it has served well. It is not fair to blame all on the revolver." He pointed out that it is easily disâ€" charged when cooked. But added it shouldn‘t be cocked unless in a combat situation. "It (semiâ€"automatic) is no competition for shotguns or rifles," he said, "and officers shouldn‘t think it is." A different training program is needâ€" ed for the new handguns, he said. The aim of a revolver is affected right and left by its action, explained the chief. The action of the semiâ€"automatic affects its aim high or low, he added. Target shooting is not enough trainâ€" ing, he said. The most important thing is "situational shooting practice," he added. This works on the officer‘s abiliâ€" ty to decide when to draw, when to aim and when to shoot. These decisions have to be made quickly, he said. While he believes Halton officers are getting this, he doubts that many police departments are. "Some are limping pretty badly in delivering situational training to officers." This type of training is crucial because an officer "is under tremendous pressure when in a deadly situation... a perilous situation." In these circumstances, the hand is sweating, the gun feels heavier and the shooting is not as accurate, he said. Situational training can‘t duplicate the feeling under danger, but it can improve the decision process, he added. Many Halton officers go through a career without ever drawing their guns, he said. "But, if they have to, it is a terriâ€" bly demanding situation." And, he said, there is a growing expectation, amid increasing violence in society, of having to use the gun. The service already has some of these weapons and some officers trained. He expects the automatics will be phased in gradually. Transitional pistol training from the 38 cal. revolver to the semiâ€" automatic is provided for officers in three eightâ€"hour days. It would take about 1.5 years to put all officers through the program. Training is conâ€" ducted in the firing range in the baseâ€" ment of police headquarters on Bronte Road. During training, he said, each officer will fire 1,200 rounds of ammunition at a cost of about $140. The new gun and equipment will cost about $1,000. However, said Hill, many of the revolvers are 20 years old and would have to be replaced anyway. The pistol is clearly the wave of the future. About three quarters of the handâ€" guns produced a few years ago were revolvers, now three quarters are pistols, he said. "The difference between the two," he said, is like a manual typewritâ€" er to a word processor. Officers tend to shoot more accurately with a pistol. The Halton Regional Police Association (body representing the offiâ€" cers) sees the replacement as a safety issue. Paul La Course, administrator of the association, said "We are absolutely in favor of replacing the 38 with a semiâ€" automatic. Officers should be entitled to the same safety doing their job as any other employee." He described the 38 revolver as "out of date and totally unacceptable as far as its performance." La Course said the semiâ€"automatic is used by the Premier Bob Rae‘s bodyâ€" guards. "If they are good enough for them, they are good enough for our offiâ€" cers." He said the criminal element has been using these kinds of guns for 10 or 15 years. "But we don‘t want the offiâ€" cers to think they are invincible. They are just closer to a level playing field."
