Meeting will hopefully answer question: Are you sure you‘re in your ‘right‘ mind? By HOWARD MOZEL Dakville Beaver Staff ~Given the fact that public input is considâ€" ted a "paramount" part of the Oakville Tarbor Master Plan by those who drafted the ocument, it‘s no surprise approval has been leferred in favor of further study. _ Town Council was to have decided the natter Monday night, but postponed the final rote following submissions by the Oakville Tarbor Yacht Club (OHYC) and members of he public. Anyone who has a mental illness knows that one of the worst Lside effects of that condition is stigma; society dismisses as "crazy" their thinking. This, explained Parks and Recreation director Bob Perkins, would avoid a proliferation of conâ€" struction in the Oakville Harbor area. government This month, students of both the Halton Roman Catholic School Board and the Halton Board of Education will be pitching in to help raise funds for DARE (Druc Abuse Resistance Education) in Halton as they have done in past years. On Sat. Oct. 15th, the separate school board will be coâ€"sponsoring with DARE Halton the Debbie McManus Memorial Community Walkathon at each of its elementary schools. Meanwhile, throughout the month, public school students will be promoting the sale of DARE packages of Halloween treats. According to OHDA chair Angus Kyle, this proposal marks the only major change in the Master Plan since it was unveiled in April. (Repairing the dilapidated former water treatâ€" ment plant on Walker Street now used by the OHDA was scrapped in favor of the Signal Hill scheme.) If a private sector agreement cannot be reached, however, Perkins said the building as planned would be in jeopardy. In that case, he said the OHDA and the OHYC could join financial forces. Representing the OHYC, Maurice Stevens said the two to threeâ€"storey Signal Hill strucâ€" ture did not address his club‘s needs and explained that another, less expensive and independent site overlooking Oyster Bay was more suitable. Other residents said the Signal Hill plan was in conflict with the 1982 Master Plan‘s restriction on construction. They wanted furâ€" ther study on the financial implications of the report and other issues like parking. As a result, staff will investigate and report back in early November. The original Harbours Master Plan, which included both Oakville and Bronte Harbours, was accepted by Council in 1974. The new plan is designed to fineâ€"tune the waterfront areas without promoting wholesale changes. Harbours Master Plan Coâ€"ordinator Dirk Blyleven explained that â€" after an exhaustive study process â€" residents made it clear that improvements should not impair the rustic ambiance of the harbor and that the upper creek area be left pristine. A major proposal is a $300,000 replica lighthouse that could be used as a public viewing platform. Improvements to the waterâ€" front at Tannery Park totalling $800,000 would enhance the shoreline trail system, creâ€" ate a public beach and allow the construction of a boat launch.
