This sentiment is shared by West Oakville Ratepayers Inc. president Colin Jordan. "Everybody is frustrated about the lack of action," said Jordan. "Our feeling is Petroâ€"Canada is not taking this seriously at all." EAC chairman, Ward 1 regional councillor Kevin Flynn, was not surâ€" prised by Moore‘s resignation or the possibility that West Oakville Ratepayers Inc. may not send a replacement. "Given the progress of the comâ€" mittee, and speaking as the commitâ€" tee chairman, I can‘t in all good conscience blame them, because I feel the same way." In announcing Moore‘s resignaâ€" tion, the West Oakville Ratepayers Inc. issued a release stating a list of complaints including: â€" a continuation of nearly one odor incident per day; â€" a hotline complaints proceâ€" â€" no firm odor action plan for 1994â€"95; dure that still isn‘t working satisfacâ€" torily; â€" Petro Canada Ontario Regional management which took 46 months to attend its first meeting in September, 1994, then left early after saying it takes the concerns of oakville residents very seriously; â€" Petro Canada local manageâ€" ment which denies the findings of the Health Study by the Halton Regional Health Department which found, "refinery odors had negative impacts on selfâ€"reported health and quality of life of people (most notably those who frequently noticed odors attributed to the refinâ€" ery) living in the vicinity of the refinery during the period of time considered by the study." â€" Over 1,400 days have passed since the public meeting which demanded the formation of EAC in 1990, and there is still no measurable targets for a reduction in emissions. In light of these problems, West Oakville Ratepayers Inc. is considerâ€" ing alternatives to the watchdog comâ€" mittee. These include calling for an Oakvilleâ€"wide boycott of all Petro Canada products or pursuing legal action. The ratepayers group cited the recent Environmental Appeal Board decision which criticized St. Lawrence Cement for footâ€"dragging, lack of preparation in event of excess emissions, incomplete testing and other details concerning production operation. Jordan said the ratepayers group is currently focussing on the municipal election and probably would not reach a decision on whether to replace Moore before December. _Flyon admitted a solution to the refinery‘s odor emissions might not be possible.
