N. CAMPBELLVILLE Good News. Some of Oakville‘s residential streets will be on a saltâ€" reduced diet this winter. For the winter of 1994/95, Oakville Council has approved a recâ€" ommendation of the Public Works Department to establish an environâ€" mental alternative area where a mixâ€" ture of â€" seven parts sand to one part salt â€" will be used on residential streets. Normal snow plowing will remain in effect as in previous years. The sandâ€"mixture area is bounded by Fourth Line, Fourteen Mile Creek, Pinegrove Road, and Lake Ontario. Homeowners in the area will receive an information brochure announcing the change. All main streets (Pinegrove, Bridge, Warminster, Lee‘s Lane, Rebecca, Fourth Line and Lakeshore) in the sandâ€"mixture area will continue to be treated with salt as before and, in the event of freezing rain, salt may be used even on resiâ€" dential streets. Town experiments with : less road salt, more sand This all started when my wife, Susan, and I collected signatures on a petition requesting that sand be used instead of salt on our street. This was forwarded to Councillor Kathy Graham, who requested a report and proposal from the Public Work§ Department. Happily, our street is in the sandâ€"mixture area. s Deâ€"iced roads are costly, both in dollars and environmental damage, Salt melts snow and ice, and keep§ the roads clear. It also corrodes roads; bridges, and vehicles; damages cloth ing and vegetation; contaminates groundwater; and probably, pickles squirrels. Last year, Oakville used approximately 11,500 tons of salt pet year at an initial cost of $38 per ton for an annual cost of $437,000: However, the Ontario Ministry of Transportation estimates that the longâ€"term cost, including environ: mental and infrastructure damage, is between $320 to $384 per ton. s But the move to sand is not just budget driven, there are many good reasons for replacing salt with a sand/salt mixture: ; 1. Sand has a lower initial cosv about $7.50 a ton. 2. Sand does not damage roads, bridges, and parking garages. 3. Sand is not corrosive to vehi= cles, clothing, and carpets. 4. Sand does not kill grass and trees near our roads. * 5. Sand helps preserve the quality of our drinking water. 6. Sand creates a dependable drivâ€" ing surface as long as winter driving conditions are observed. 7. Use of sand is supported by Oakville residents. Townâ€"wide surveys by Environics and the Federation of Oakville Ratepayers Groups have indicated support for lowered salt usage and the use of alternatives. Increased environâ€" mental awareness and the desire to keep taxes in line merge to make this the time to reduce salt usage. i However, sand requires increased street sweeping in the spring and disâ€" posal of the sand sweepings. These additional costs will be totaled folâ€" lowing the 1994/95 winter. Some may wonder about safety. Sand will not deâ€"ice streets like salt. It is an abrasive and provides traction as long as it remains on top of the snowâ€" packed surface. When the sand is absorbed into the snow, more sand must be added. However, careful driving, being respectful of winter driving condiâ€" tions and strict observance of all postâ€" ed speed limits on residential streets, will result in safe driving on sand. Of course, in freezing rain or other emerâ€" gency conditions, salt will be used to deâ€"ice the residential streets in the sandâ€"mixture area. Other municipalities have already greatly reduced their use of salt. The City of Toronto uses salt only on resiâ€" dential intersections. The City of Mississauga uses seven parts sand with one part salt on local, industrial, and residential streets. The City of Burlington uses spot sanding or saltâ€" ing at residential intersections only. For our sandâ€"mixture area, Oakville has decided to sand residenâ€" tial streets, as well as, intersections. In addition, signs will be posted at all roads leading into the area notifying drivers that a sandâ€"mixture is being used. This will give Oakville resiâ€" dents time to adjust to the new dure. Our coâ€"operation is essential to make the sandâ€"mixture area a success. Let‘s drive carefully and consider the financial and environmental benefits of using sand instead of salt. A comprehensive report on the sandâ€"mixture area will be provided to Oakville Council in May, 1995.
