Halton Region's GreenCart program has taken another step toward being fully implemented across Halton next year. While the plan was to phase the initiative in over several years, the Region's planning and public works committee supported a plan Wednesday to have GreenCarts in all homes by spring 2008. The intention is to have the GreenCarts -- like Blue Boxes, but for kitchen scraps -- collected weekly for composting, thus diverting waste from the landfill. Other waste collection changes on the horizon -- provided all the necessary bylaw approvals are given by both local and regional councils soon -- are weekly Blue Box collection and bi-weekly garbage pick-up with a six-bag limit. Budget projections show the changes costing the average taxpayer $20 more next year, based on a $300,000 assessment. "It's a cost-effective system that's sustainable for the residents of Halton," said Halton Director of Waste Management Rob Rivers. "We're trying to keep it a made-inHalton solution." Rivers said the Region intends to allow cardboard and plastic containers to be put in the same Blue Box. Currently residents are supposed to separate the two. "We're trying to make it as convenient as possible," he said. The committee heard a few delegations on the topic, like Enver Domingo of Oakvillegreen. He said the group endorses staff's recommendation to implement the GreenCart region-wide early next year, and suggested Halton aim for a higher waste diversion rate than 60 per cent. He said 80 per cent is "doable and achievable" and can be reached with methods like more restrictive garbage bag limits, Blue Boxes with larger capacities and the use of clear garbage bags. "Clear bags eliminate the ability to hide divertible materials in the garbage and would encourage residents to better utilize the Blue Box and GreenCart and further increase the waste diversion rate," Domingo noted. Waste diversion campaigner Rod Muir voiced support for transparent garbage bags and urged the Region to do weekly performance surveys when the new program is in place. The committee went on to support awarding a new waste collection contract to Miller Waste Systems for a six-year term at a projected $12.3 million a year commencing April 7, 2008. Burlington Councillor John Taylor pointed out that Miller's proposal was $1.6 million more than the lowest bidder and questioned why the best-priced contractor wasn't recommended. Rivers said Miller's number of trucks, customer service levels and its health and safety policies and procedures were considered. The committee endorsed several other waste contract-related recommendations, including: · Award a four-year contract for the processing of organic waste collected in the GreenCarts to AIM Waste Management Inc. for an estimated $2.2 million a year · Award a six-year contract for the processing and marketing of recyclable material to Halton Recycling Ltd. for an estimated $940,000 a year, with the Region receiving 25 per cent of the annual revenue from the sale of Blue Box material · Enter contract negotiations for waste transfer station capacity to determine prices for a threeyear term with an option for an additional three-year extension.
