Town treasurer Patti Elliott-Spencer told councillors that it will likely cost $2.175 million more than expected to run the municipality's operations this year. The town will be about $1.2 million over budget on its winter control costs, while rising diesel fuel prices will add more than $500,000 to the cost of running Oakville Transit. Cleaning up trees and power lines downed in recent thunderstorms, as well as paying for unanticipated legal costs will add to the shortfall, as will a drop in revenue from Oakville's planning department. However, Elliott-Spencer noted that the town is predicting it will earn $500,000 more on its investments than budgeted. By covering overexpenditures through reserve funds, the treasurer is predicting the town will end the year with a small surplus of about $130,000 on its $101.5 million budget. Pet shop owners and kennel operators may soon need to obtain an annual $200 license from the Town of Oakville to stay in business. Under the terms of a bylaw approved by the town's Administrative Services committee on Tuesday night, animal-based businesses will need to have their premises inspected by an Animal Control officer and will need to declare under oath that they have not been convicted of any crime against animals in the preceding 15 years. The bylaw, aimed at ensuring the humane treatment of animals, regulates how animals are to be housed, exercised and sold. It also prohibits the sale of wild North American species, primates, endangered species or exotic animals that haven't been legally imported into Canada. The bylaw requires final approval from Town Council at it's meeting on July 14.
