Dorothy Tomiuk, of the Mississauga Residents' Association Network (MIRANET), expressed no joy over the power plant not being located in her community and noted now more than ever was the time for residents in both communities to unite and fight. "This is not a win for anyone. The only win regarding this decision would have been none of the above and just because it's in Oakville doesn't mean Mississauga citizens have dodged any bullets," said Tomiuk. "We are still directly in line with the emissions that will be coming our way. This has been rammed down our throats with flowery language that doesn't fool anybody, shame. We want to reassure Oakville residents that we are not going anywhere." Oakville MPP Kevin Flynn also expressed disappointment at the decision, stating that he was angry with his own government. "I can't follow the logic behind the decision. From a land use perspective, the OPA managed to select the worst possible site of the four sites proposed. We had a good site down in Lakeview that as a government we excluded, over my objections," said Flynn. "On the other side of the coin, the OPA, in its wisdom, has granted the Town's wish as far as the emissions controls on the plant and the technology that is being used. This will definitely be one of the cleanest plants in probably all of North America. It's got best available technology; it's got lowest achievable emissions reductions. So, as far as the plant itself is concerned those people that were concerned about the technology that was used in the plant can take some comfort in that it is a very clean operating plant." Oakville Mayor Rob Burton also lament- ed the selection of the Oakville site noting it is completely inappropriate. "The residents, council and I believe this is the worst site because of its proximity to homes, schools and major road and rail routes," said Burton. "On Monday night, council and I will be meeting in camera to consider all our options." Town Council did pass an interim control bylaw forbidding the construction or expansion of power plants with a capacity greater than 10 megawatts in April, however, TransCanada and Ford have challenged this bylaw before the Ontario Municipal Board. "Our position at the board is that our project is appropriate for the area we want to build it in and the Town has obviously taken a different view," said Breen. "Our (OMB) hearing is coming Oct. 13, and that hearing could run as long as four days. I should point out that this process does allow for a settlement between us and the Town. That would be our preference. I think it would be better for everybody involved, both for us and the Town, but obviously there are two parties here. Either way, we are looking forward to a resolution." In conjunction with the OPA announcement, the Ontario government unveiled a plan intended to improve air quality in the southwestern GTA. Some of the proposed initiatives include: · An investment by the Ontario Power Authority (OPA) of up to $30 million over five years on a new industrial energy efficiency program to reduce both electricity and gas consumption in the southwest GTA; · The launching of a new task force that will be required to develop and report back, by the end of June of 2010, on a detailed action plan to improve air quality through the reduction of emissions from local industrial, vehicular and residential source in the southwest GTA.
