In a report presented to council on Monday, the Towns Heritage Planner Susan Schappert said Town staff did not recommend the creation of the Palermo Heritage Conservation District due to the areas significant loss of heritage resources, changes that have occurred, fragmentation of the urban fabric of Palermo and the distances between clusters of her- itage resources. Staff have previously noted these factors make the establish- ment of a Palermo Village heritage district unlikely to survive scrutiny of the Ontario Municipal Board. Advocates of the Palermo Heritage Conservation District say a heritage district designation is more than warranted due to the unique history that has taken place in Palermo over the years and the history that is still intact there. Palermo boasted, at one time, 300 residents and a foundry that rivaled the Massey Ferguson Plant. It was part of the Underground Railroad, had one of the first gram- mar schools in the province and had one of the first public schools to include music as part of its cur- riculum, said Gordon Kaitting, Trafalgar Township Historical Society. Palermo has the largest con- centration of heritage buildings this close together outside of Old Oakville. Youve got the two churches, the one-room school house, the two cemeteries, the doc- tors house, the store keepers home, the blacksmiths shop, the parsonage and its barn. Kaitting said heritage district designation would not stop devel- opment from happening in Palermo, but would only require new houses to take on the charac- teristics of the surrounding her- itage homes. With this in mind council passed a resolution on May 3, requesting Town staff put together a report outlining the feasibility of creating a heritage district for Palermo. In their report, Town staff said they have followed through on pro- viding additional protection to Palermo properties with identified or potential cultural heritage value by adding them to the Oakville Heritage Register and/or designat- ing them under the Ontario Heritage Act. Schappert said while some peo- ple at a Nov. 25, stakeholders meet- ing were in favour of the creation of a heritage district for Palermo, many property owners indicated they did not support the idea. Several of these stakeholders said they would prefer other plan- ning tools be used to effectively protect cultural heritage resources such as individual heritage desig- nations, streetscape and urban design guidelines, community improvement plans, official plan policies and zoning requirements. These tools, when used in com- bination, can provide the same measure of protection for cultural heritage resources as a heritage conservation district designation, while allowing for development to occur, said Schappert in the report. This meeting also saw council accept reports on notices of demo- lition for 63 Washington Ave., and 332-336 Robinson St. Both properties are listed on the Oakville Heritage Register, howev- er, upon inspection neither proved culturally valuable enough for Town staff to recommend they be designated and preserved under the Ontario Heritage Act.
