Regional staff said encouraging the development of affordable hous- ing using density targets or devel- opment charges is included in the Regions Official Plan Amendment (ROPA 38). However, ROPA 38 has yet to be approved by the Province. Because housing supply is mar- ket driven, its difficult, without ROPA 38 being approved, to implement short-term initiatives, planning staff explained. The ROPA 38 targets show at least 50 per cent of new homes in Halton must be townhouses or multi-storey units. Last year 62 per cent of hous- ing was single or semi-detached, 22 per cent were townhomes and 16 per cent were apartments. The state of housing report also points to lengthy waiting lists for assisted housing. The report shows there are 3,626 rent-geared-to-income (RGI) units in Halton representing 14 per cent of all rental housing and just less than half of those units are for seniors. Currently, there are 1,611 individuals on the waiting list for a RGI unit with only 162 units becom- ing available last year. On average, it would take more than 25 years to house all 1,611 applicants on the list, stated the report. The report shows a 400 to 900 unit assisted housing gap and a 600 to 1,300-unit gap for affordable hous- ing. Commissioner of Social and Community Services Sheldon Wolfson told the committee the Region just learned of $10 million in federal and provincial funding, over three years, that Halton will use to improve its housing stock.
