On Feb. 18, Palmer was helping provide security for one of the Haitian government's few front end loaders as it removed debris from a roadway near Jacmel. During this work, the front end loader lost power and rolled forward, critically injuring and pinning one of the soldiers in Palmer's unit between itself and the SUV the soldiers had been using. "Without hesitation Corporal Palmer immediately jumped between the two vehicles and began lifesaving first aid until the soldier was medically evacuated," said Lewis. "The immediate and decisive actions of Corporal Palmer saved the life of his fellow soldier...Not many of us can say we've saved the life of another person." With the awarding of the commendation, Palmer received a round of applause from a number of Halton police officers who were present, as well as some words of congratulations from Halton Police Chief Gary Crowell who pointed out Palmer continues to save lives as a Halton police constable. "Not that long ago, Constable Palmer and other officers of his platoon were involved in saving the life of a lady who was hell-bent on committing suicide," he said. "There are other acts of heroism in this room and in this service." Palmer said he was happy to receive the commendation, but noted it was only a bonus of the outcome of that day. "It's very prestigious and it was unexpected, the army does keep a lid on things. It's a nice gesture from the army," he said. "But, I do think the biggest prize is that my friend is still alive." Palmer served with the Canadian Forces for five years and is also a veteran of Afghanistan. He joined the Halton Regional Police Service in August 2010.
