In a news release Thursday, the OMHS outlined a case that spanned close to a year, in which $10,000 fine and a raft of prohibitions were meted out in connection to the neglect of Louise and Stephanie, two dogs in Milton. Just before Christmas last year, the humane society said it investigated a complaint regarding a dog left outside without adequate shelter. Officers found two mixed-breed dogs tied with heavy metal chains to dilapidated dog houses. The water in their dishes was frozen and the dogs appeared to be in poor condition. An order was served on their owner to improve the dogs' living conditions and care. When that did not happen, the OMHS removed the dogs, according to the release. The older dog, Stephanie, aged 13, was very thin and in extremely poor health and after consultation with veterinarians, the decision was made to relieve her of her overwhelming pain and she was humanely euthanized. Louise, somewhat younger, also battled severe medical and behavioural issues caused by years of neglect, but after several months in the OMHS care and its best efforts, she was also humanely euthanized. David Metzger was charged under the OSPCA Act with causing an animal to be in distress, failing to provide a proper enclosure, adequate and appropriate food and water, care or protection from the elements including harmful temperatures. Metzger failed to appear in court, said the OMHS, but was fined $10,000, given a suspended sentence with two years probation, a lifetime ban from living with, caring for or owning an animal, and a restitution order to be paid in full to the OMHS "We may not have been able to find them a `forever' home, but we were able to give them both a dignified, compassionate and humane end to what had been a horrible life of neglect," said Amanda Barrett, OMHS animal protective services manager.
