At the meeting Ron Ko, OLG Bingo Gaming director, explained why the Town is not given a say in the agreement about what gaming systems it will receive. "The OLG has an obligation to the Criminal Code of Canada. The Criminal Code of Canada says only an agency of the Province can run gaming and that agency must control products, control payouts, control game design, control price," said Ko. "For us to put language in the contract that conflicts, that says `I am non-compliant with a law'." Ko said the OLG has attempted to meet the Town halfway by offering to write a non-binding letter, stating no slot machines would be installed in the Oakville Delta Bingo. Councillors have expressed concern about the non-binding nature of this letter. The OLG's stance on the non-negotiable nature of the agreement appeared to soften during the meeting with Ko stating he would look into the Town's request for a slot machine/VLT exclusion to be added to the contract. The delay in getting the OLG initiative approved concerned Oakville Delta Bingo owner Cam Johnstone. Johnstone said a Town decision to decline the OLG agreement would force his business to close as he could not get modern equipment necessary to revive dwindling attendance. "When I say that I will close my doors, Your Worship, I am not trying to threaten, I am being honest." "Our charities made $880,000 last year, but we lost $400,000." Johnstone said the OLG agreement is about modernizing Ontario's bingo halls, said he has no interest in bringing slot machines into his business and offered to enter into a contract with the Town to reject slot machines if the OLG offered them. He also said in the end, he would not be the one who would suffer. "I will survive. I do have six other bingo halls. The 40 staff that I employ will not, the 80 people I intend to employ at the end of this initiative will not, the 34 charities that we represent will not."
