They are showing up for class and staying after class for just 15 minutes. Harwood said there is no plan yet to escalate the work-to-rule. Teachers are still expected to help out with extracurricular activities. The board's 1,200 full and part-time high school instructors voted 95 per cent in favour of a strike mandate earlier this month; they have been in a legal position to walk off the job since Feb. 17. Since the teachers' union instituted some work-to-rule pro visions. not much has happened on the labour talks front. " I think both of us are waiting for settlements outside (Halton)," said Joe Harwood, president of the Halton district of the Ontario Secondary Schools Teachers' Federation. Last week Harwood said he was only aware of one of 31 school boards in negotiations that had settled with its high school teachers. The president of the local O SST F said the Ontario Public School Boards Association is driving the three per cent figure. Harwood believes there is more than that available but wouldn't say how much the union is seek ing in annual pay increases. " We understand they don't have wads of money in resources but the issue is Ernie Eves' allo cated money for salaries. " I think we've had one increase in the last 10 years that matched or exceeded inflation. We are looking for some cost recoup to the cost of living." said Harwood. Halton board administration said it is seeking a similar agree ment to the one it reached recent ly with its caretaking and mainte nance staff. The C U PE local agreed to a two-year pact giving members a three per cent raise in each year. Late last year Ontario Premier Ernie Eves ensured money would be available to school boards to cover three per cent raises for the current school year. However, the province expects boards to sign two-year deals with its teachers. Ford president Alain Batty said he isn't concerned the cash isn't coming forth yet. " The $200 million is some thing we're looking for five years down the road." he said. Ford is not alone in looking for financial assistance from the provincial and federal govern ments. The resurrection of the Canadian Automotive Partnership Council, which is comprised of representatives of the federal and provincial gov ernments, automotive and parts company CEOs, and the Canadian Auto Workers union, has garnered " substantive dis cussion within government," said Flaherty. His comments were made after touring through the $600 million high tech minivan plant where production will be boost ed to 200.000 vehicles annually and a new model Freestar -- replacing the Windstar -- will roll through in the fall. " There is no cluster of inno vation stronger than in the auto sector," said Flaherty. " We take our responsibility to it seriously.
