The Oakville Beaver, W e d n e sd a y July 9, 2003 - A 3 Town does not have power to undertake work (Continued from page A1) and ultimately to the lake. Anderson wants tc see a pipe installed the full length. "They have to do some thing. but the Town's telling me it's my problem." said Anderson, who's tired of the "lip service" he says he is get ting from the municipality. In response to neighbourhixxl concerns, said Town of Oakville environmental advis er Narelle Martin, staff have visited the site, checked aerial photos and gone back over relevant records. Discussions have also been held with Region of Halton staff and the ward councillor. "The outcome is unpalat able for the owners and com plicated by long standing rights and legal issues." said Martin, who maintains that the WNV issue has bought to light a number of "complicat ed and difficult situations," a prime example is which is the one involving Lees I.ane and Wolsey Crescent. The Town's research, she explained, reveals that the area in question at the back of properties tin Lees I ane and Wolsey Crescent is a natural watercourse that shows up on maps as part of McCraney Creek. "As you would expect, after rain, water flows from higher areas upstream into the watercourse. This includes areas that are now more devel oped with properties," said Martin. "After a drier period, the water reduces and becomes an ideal location for mosquitoes. "Unfortunately, the Town of Oakville has no rights in relation to this situation." Martin continued. "The criti cal issue is that the area in the backyards is a natural water way. There is no easement on the properties, which means that the waterway lies on pri Brian Ratcliffe. who has lived sit outside last year." vate property. Construction Bandit sought Crime Stoppers stages re-enactment o f bank robbery By Craig MacBride SPECIAL TO THE BEAVER A man wearing a construction vest burst through the door of a Scotiabank on Third Line recently, waving a gun and demanding money. Fortunately, this was just a re-enact ment. The man in the construction vest was Det. Blair Moroso, the bank teller was a Halton Regional Police adminis tration employee. Patricia Robinson, and the gun couldn't fire live ammuni tion. It did happen though, last Aug. 31, with a real gun and a real thief. The police are still looking for the man they call the Construction Bandit. Described as a 180-pound. 6-foot white male in his mid-20s, with sandy blond hair and a moustache, the suspect was wearing an orange construction safety vest with a yellow fluorescent `X' on the back, as well as baggy blue jeans and a tool belt. Police believe the Construction Bandit is responsible for at least three other robberies in the Greater Toronto Area. The re-enactment was being taped for CHT and was aired June 30 in the hopes of tweaking the memory of someone who saw something but had forgotten about it. "It's very serious, very dangerous, w ith the element of the handgun.-' said Crime Stoppers of Halton Co-ordinator Sgt. Ray Bruce. "The leads are dwin dling. and we do this in the hope of gen erating more leads." Bruce, on site to ensure accuracy and safety, added that often the re-enact ment w'orks as a promotional device, reminding the public of the existence of Crime Stoppers and getting them to call about unrelated crimes. The set of a Crime Stoppers re enactment is interesting. Worried that someone may pass the closed bank, see a man waving a gun around and con clude that there is a robbery going on. signs are posted outside, telling passersby that it is a re-enactment. Bruce also called the Halton Regional Police Serv ice's communica tions department to tell them that if a call came in about a robbery in the bank, to not worry, it was Crime Stoppers at work. The gun used was a training gun with a modified chamber too small for a real bullet. Regardless. Moroso did not point the gun at anyone, only in the gen eral direction of Robinson. Accuracy is also important, as they can't misrepresent the crime. Arguments over whether the Construction Bandit came in the front or back door, whether he shot his gun or only cocked it. whether he came in quickly or slowly, quietly or loudly, went on for several minutes before taping began. It was over quickly though, which pleased Robinson who was unfamiliar with having a gun pointed in her direc tion. Anyone with information on the Construction Bandit crime, or any other crime, should call Crime Stoppers at I800-222-TIPS (8477). Information leading to an arrest makes you eligible for a cash reward, and you will never have to give your name or testify in court. Halton Crime Stopper does not sub scribe to call display.
