"In that budget, there was a lot of legislation that probably didn' t belong in a budget bill. The one w e are really opposed to was Schedule 17. (It) has some very, very worrisome language," said Lorne Newick, IBEW Local 105 member and business manager, who was happy with the turnout at Friday' s demonstration. "We're trying to make the public aware of what the (Premier Kathleen) Wynne govern ment is doing with Schedule 17. It is certainly not going to serve the public or worker from a safety aspect." Newick claims the legislation will allow cer tain scopes of practice to be performed by un skilled workers. The concern is a potential risk of harm in volved when compulsory-trade work is being handled by those untrained. "We're very concerned about worker safety and public safety when you start to water down the compulsory-trade work, opening it up to people that don' t have the expertise or training to do that work," said Newick, noting many trades will be affected - construction, electrical, mechanical, sheet metal, plumbing, etc. Compliance and enforcement of the compul sory trades license is another issue the groups are concerned about in Schedule 17. The IBEW Local 105 business manager wants Flynn to speak to Wynne about remov ing Scheduling 17 from Bill 70, get consultation from the stakeholders and then legislate it sepa rately. On Friday, Flynn told the Oakville Beaver, through email, amendments made to the On tario College of Trades and Apprenticeship Act will improve safety by enhancing "the sustain ability of the College and strengthening its role in ensuring the safety of its members and the public." The amendments also include the "scope of practices of the trades" to ensure they are con sidered by decision-makers. The changes are based on the recommenda tions of Tony Dean and Chris Bentley. Consultations began in October 2014, result ing in a series of recommendations last year and a subsequent review by Bentley this year. "I know how important the skilled trades are to the economy and how valuable their skills and training are to the Province' s prosperity. That is why we consulted with trade groups - including the IBEW and other compulsory trades - prior to the tabling of Bill 70," said Flynn.
