These individuals devote tremendous time and effort to ensure fundraising success within their sectors. "This is not a report that will sit on a shelf," said Gardiner. "Rather, it is a concrete plan which will be reviewed each year and the result w ill be per petual excellen ce." Communicating with school com m unities and avoiding divisiveness were cited as her other key concerns. She also praised the work o f staff. Burlington Trustee Debbie Dow ns described Gardiner as an "honest, caring human being" during her nominating speech. Dow ns noted the chair has done good work on the strate gic and capital strategic plans, is enthusiastic about students and has experience. Her challenger, Ellis, said the board can do a better job and expressed concern about the tim ing o f p olicy gover nance. He described it as "a com pletely new way o f doing business" and said it w as important that implementation w as deferred until the new year. "The new board would've had no say and no training and the community was not advised about this system com ing in," he noted. "I support policy gov ernance, but let's do it right." The board needs to work as a team and the chair must be open to trustees, said Ellis. "We're elected to be informed, not micro-managed." He also cited his work with the Ontario Public Sch ool Boards A ssociation as an asset. In nominating Ellis, Peggy Russell praised him for "dedi cation, integrity and courage." She expressed confidence in his leadership and said as the board's bargaining chair, Ellis has established excellent rela tionships with staff. "It's easier to put buildings up and find locations right now than it is to find quality teach ers," he said. Bailey, in his second term on the board, takes over the posi tion o f chair from Jim Sherlock, who stepped down after more than 20 years as a Burlington trustee. During its inaugural meeting on Tuesday night, the board also re-elected veteran Oakville trustee Ed Viana to the position o f vice-chair. He has served in that position for the last three years. Three o f the seven trustees sitting on the Catholic board are new to the job. Although O akville's trustees remain unchanged, Burlington has sent two new people to the table, while Milton has also elected a new trustee. In his inaugural remarks, Bailey praised the diversity o f skills and backgrounds repre sented by the trustees. Three returning trustees, including Viana, bring more than 20 years o f educational experience to the board, while newly-elected trustees bring a variety o f professional back grounds. A s the new chair, Bailey says one o f his goals is to improve com m unications between the board and the public. He also believes trustees must work to ensure the preservation o f Catholic education in Ontario. "Religious education must remain mandatory," he said in his inaugural address. "We must be faithfiil to our mission state ment in order to preserve our dis tinct character."
