C8 THE OAKVILLE BEAVER Wednesday, October 20, 1999 E D U C A T IO N G overm ent stu d en t fin an cial assistan ce I n Canada, federal and provincial governments provide financial assistance (loans and/or non repayable grants) to eligible students based on their demonstrated financial need. In the nine provinces and Yukon which participate in the fed eral Canada Student Loans Program (CSLP), needy students may receive both federal and provincial assistance although they apply using one form. Quebec and the Northwest Territories have opted out of the CSLP and receive compensation from the federal government towards the costs of their own student assistance programs. The federal and provincial programs consider both the cost of studies and the resources available to the student. Government assistance supplements your own resources from a job, other awards and your family. Not all students are eligible for gov ernment assistance, and the amount awarded varies. You are expected to work during the four-month period before you begin your studies. Your parents are expected to contribute to the costs of your edu cation unless you have been out of high school for four years, in the labour force for two years or are married, separated, divorced or a single parent. If you are married, your spouse is expected to con tribute. Canada Student Loans Program (CSLP)-- Canada student loans are provided for up to 60 per cent of your assessed financial need up to a weekly loan limit (currently $165). During full-time stud ies, you will not have to make payments on your loans. Participating provinces determine how much assistance they will provide in the form of loans and/or grants. Part-time student loans of up to $4,000 out standing principal are also available, although these require the payment of interest during studies. Canada Student Loans are issued by and repaid to participating lenders. If you experience periods of low income during repayment you may be eligi ble for assistance called interest relief to defer your payments. Some provinces provide additional assistance to borrowers repaying provincial student loans in the form of loan remission or loan forgive ness programs. Interest Relief Plan-- You may qualify for inter est relief if your monthly family income is below a specified level. While benefiting from the Interest Relief Plan, you will not be required to make any payment on your Canada student loan. The 1997 Federal Budget announced the extension of the maximum lifetime limit under the Interest Relief Program from 18 to 30 months. This change came into force on April 28, 1997. Interest relief is usually approved for threemonth periods and is not available during the six months immediately following your studies. Parttime students may receive interest relief one month after receiving their loan. Interest relief is not available if you have defaulted on your loans. If you are a full-time student, you may apply for Interest Relief once you have consolidated your loan, and up to five years after you begin repaying your loan. If you are a part-time student, the earli est you may apply for Interest Relief is one month after you receive your loan. Federal assistance also includes Special Opportunity Grants for students with permanent disabilities (up to $3,000 per year); high-need parttime students (up to $1,200 per year) and female doctoral students in certain fields of studies (up to $3,000 per year for up to three years). Canada Student Loans Program 6 Years Running! Creating a study space with your child A s parents and caretakers, you can help make your child's school experience both productive and enjoyable. One way is to create an environm ent at home where they will feel motivated to study and do their homework; it is im portant to create an area that's fun yet functional. The first step is to review your child's needs and wants, style and personality. This will guide you in the general design and organization o f the area. Next, gather together all o f your child's school supplies and accessories and decide what should be kept and what should be thrown away. It's a good idea to store similar items togeth er; for instance, put crayons and markers in the same container or area. Paper, report covers, notebooks, dictionaries and other resource mate rial can be organized in a modular system of stacked crates.
