The Town took control of the former hospital site shortly after OTMH moved to its new location at Third Line and Dundas Street in December 2015. In June 2017, following extensive community engagement, Town council endorsed a master plan for the lands. While local residents' associations praised the overall project they also called for more certainty concerning what will take shape on the civic space. "It is great to see the integrative approach utilized for the existing green space areas on the lands and we ask that this approach be continued with the parklands considered south of the community centre as well," said Peter DeRosa, president of the Trafalgar Chartwell Residents' Association. "We ask that the civic space at the front of OTHS be landscaped and included in the current landscaping scope consistent with this approach." Janet Haslett-Theall of the Joshua Creek Residents' Association also called on the Town to define exactly what is going to happen at the civic space. "Will it be a vibrant active space or a more passive green space," she asked. "How will the entry to the old OT high school and the seniors' housing be developed while protecting the urban square space?... Given that the devil is always in the details, we are asking Town council direct staff to broaden the hospital lands park consultation to include the civic urban square." Haslett-Theall said this approach would result in design options being developed that are truly complementary to the overall site, would allow amenities considered for the different park spaces to factor into what would be at the civic square area, reveal walking connections from one area to another, show the developer what is expected, and better define the entrance to the seniors housing area. "This will provide greater certainty to residents that the vision for the civic square will not be undermined by a developer," she said. Haslett-Theall also called for the civic space to be kept in public ownership if possible. A representative of the Chartwell-Maple Grove Residents' Association also raised the issue of the civic space calling for it to be better defined. Council ultimately voted unanimously to approve the official plan and zoning amendments to move the plan forward. The vote also directed staff to integrate the civic space into the overall design of the site by developing criteria that would ensure synergies and connectivity to the community centre and park. The building of the community centre and park are the first priority in the development and are scheduled to open in fall 2020. Town staff have budgeted $10.8 million to start the construction of the community centre in 2018. Public consultation about the design of the park and the community centre will continue in 2018.
