C2 THE OAKVILLE BEAVER Wednesday, August 11, 1999 FALL REGISTRATION Youth training program for jobs A revitalized Ontario Youth Apprenticeship Program (OYAP) will enable 2,000 students to begin apprenticeship training while completing high school. OYAP is a youth-focused apprenticeship training pro gram that provides students with opportunities to become apprentices as part of their high school education. "A revitalized OYAP will help more high school stu dents experience skilled trades first hand, and comple ments the Ministry's goal to broaden co-operative educa tion opportunities through reform of the high school sys tem," Minister of Education and Training Dave Johnson said. "Skilled trades are often called "hidden" jobs because they're performed out of pub lic view in factories or behind the kitchen doors of the restaurant. OYAP will open these doors to give high school students an apprecia tion of the great jobs skilled trades offer." OYAP will receive $1.4 million in new funding which will give it a total of $2 mil lion annually to help district school boards create programs for high school students to begin to train for an appren ticeship while completing high school. The new support, and a new administrative structure, will enable school boards to double the number of students participating in the program from 1,000 to 2,000. Employers, unions, apprentices and educators called for greater support for OYAP during the consultation on apprenticeship reform. "A revitalized OYAP will mean more high school gradu ates will be entering the work force with the skills employ ers need to compete in a glob al marketplace," Johnson said. "Strengthening this pro gram meets one of my Ministry's commitments to reform the apprenticeship training system." OYAP has been in opera tion since 1989 with the par ticipation of two thirds of school boards and a maximum enrolment of about 1,000 stu dents. With a few exceptions, local programs are dormant having not been able to sus tain themselves with a one time only start-up grant of $25,000. The new OYAP will pro vide support of up to $75,000 a year to district school boards, based on Ministry review of achievements. Ministry staff in apprentice ship offices will monitor the achievements of students in the program. OYAP is one of the pro grams offered by the Ministry of Education and Training through Youth Opportunities Ontario, the Ontario govern ment's strategy for promoting training and employment ser vices for young people. (The teacher-adviser pro gram, already in place in Grades 7,8, and 9 in some schools, will be avail able in those grades in all schools by September 1999, and will be phased in over the following two years in Grades 10 and 11.) The teacher- adviser will help students make the transition from elementary to high school and will assist them and their par ents in making deci sions about courses and future goals. The teacher-advis er will maintain regu lar contact with stu dents throughout the school year in order to monitor their progress in their course work and in other aspects of school life as well, and to help them complete their annual education plan. The teacher-adviser will serve as a key school contact for par ents. If a student needs additional assis tance in order to succeed in high school or in planning short- or long term goals, the teacher-adviser will refer him or her to a guidance counsellor and/or other staff. The Annual Education Plan Every student in Grades 9-12 will prepare an annual education plan with assistance from parents and the teacher-adviser. (The program will be in place in Grades 7-9 by September 1999, and will be phased in over the fol lowing three years in Grades 10- 12.) The planning process will help students set goals and review and assess their achieve ments and progress along the way. The plan will identify: • the student's goals for academic achievement, • course selections for the following year, • co-curricular activities and ways of exploring careers that are of interest to the student (including cooperative educa tion and work experience programs), • possible postsecondaiy educa tion or work goals.
