Some councillors, like Ward 2‘s Kathy Graham, did pick up on Taylor‘s intent and asked whether in 10 years or so the Council chamber in the matter. DANGEROUS PRECEDENT Some members of Council were reluctant to tackle the issue at all, feeling that, as a federally licensed industry, the matter was out of the municipality‘s jurisdiction. Assistant Town solicitor Diana Davidson said there was no need for a special policy area, arguing that it set a "dangerous precedent" for other private land ownâ€" ers seeking special treatment. Randy Smith, a spokesman for the Genstar Development Company, said a consultant retained by his firm refuted all CHWO‘s claims. Since there is no evidence, no special conâ€" sideration should be given. Hundreds of radio stations currently coâ€"exist with urban areas, he said, adding that the municipality has no real authority in the matter. Development in the immediate vicinity of CHWO‘s seven 200â€"foot towers just north of Highway 5 could impact Caine‘s business as well as future residents in several ways. First, structures could "reâ€"radiate" CHWO‘s AM signal, possibly bouncing broadâ€" casts into areas served by other staâ€" tions and landing the business in hot water. The "startle effect," a usually annoying but potentially dangerous charging of metallic materials, could also result. Interference with houseâ€" hold equipment â€" such as VCRs, teleâ€" visions and even toasters â€" is yet another consequence. SITE REâ€"LOCATED In 1979 CHWO reâ€"located its transmitters from what is now Glen Abbey. Faced with urban developâ€" ment near its current location, the staâ€" tion has simply run out of places to move. Speaking on behalf of CHWO, lawyer Blair Taylor explained to Council thatâ€"an exhaustive report preâ€" pared by his client in conjunction with both federal and provincial offiâ€" cials reveals a "good, sound technical base" for these concerns. As a result, Taylor‘s theme for the evening was "due diligence," or the (Continued from page 4) py with the outcome of the vote. More than that, I‘m disappointed that Council did not seize an opportunity to solve a potential problem before it comes into being," said Caine. In fact, she said CHWO was the author of its own misfortunes since when it moved in 1979 management already knew about West Oak Trails. Absolutely untrue, maintains Caine, who says the station can‘t pick up move just anywhere. Its signal, he explained, must fit into a complex patchwork of those those produced by other stations. It is a limited, natural resource which ought to be viewed the same as trees or water," said Caine, who adds that his business also doubles as an emergency service. "The radio specâ€" trum belongs to the public. I borrow it. I pay a fee to use it." What‘s wrong with Oakville taking a leadership role, he asked. This is a growing problem across Canada, he said, so he is mereâ€" ly trying to take a proâ€"active approach to urban planning. sB x ulatory agencies would be perfectly within their rights to force him to shut down.
