Mar. 30, 1994 THE OAKVILLE BEAVER Council backs tougher smoking byâ€"law By HOWARD MOZEL Oakville Beaver Staff Tougher byâ€"laws restricting smokâ€" ing in public and the workplace drew another step closer to reality Monday â€" after Town Council voted to impleâ€" f ment new recommendations by Halton‘s Medical Officer of Health. Buoyed by the unqualified approval â€" of â€" last week‘s Administrative Services Committee, Council gave the nod to a report issued by Dr. Robert Nosal. Staff will now be requested to amend the Town of Oakville Smoking Byâ€"law and draft a Smoking in the Workplace Byâ€"law which would further restrict the activiâ€" ties of smokers. When enacted, Dr. Nosal‘s recomâ€" mendations would designate public places in Oakville as nonâ€"smoking. These include cinemas, public washâ€" rooms, theatres, sports facilities, malls, laundromats, health and child care facilities, transit shelters, arcades and gas station kiosks. Reception areas used by offices and residential buildings will also be 100% smoke free. The designated nonâ€"smoking areas in restaurants will be bumped up to 50% and then by 10% for the subseâ€" quent two years "until the percentage of smoking area ... reflects the statisâ€" tics on the nonâ€"smoking public." Places of amusement â€" such as bingo parlors, bowling alleys and bilâ€" liard halls â€" will be added to the byâ€" law. Dr. Nosal also asked that fines for nonâ€"compliance with the new byâ€"law be increased from $2,000 to $5,000. If all goes well, the new byâ€"laws would follow on the heels of Bill 119, the proposed Ontario Tobacco Control Act, which could be passed as early as this spring. Expect more from Sears As it stands now, Bill 119 includes a provision that permits the more restrictive measure or penalty â€" whether it‘s local or provincial â€" to prevail. On Monday Joyce See, public health nurse with the Tobacco Youth Prevention Program, reiterated the position she presented last week that there is strong public support for such strong measures. § Even those not old enough to smoke â€" such as students from New Central School â€" made a presentation to Council asking that service lines in food courts be located in nonâ€"smoking sections. They would also like to see nonâ€"smoking sections in restaurants accessible without walking through smoking sections. The students also argued that by restricting smoking, councillors would help cut down the cost of health care in the longâ€"term.
