The superintendent said smaller, 750-sq.-ft. classrooms could be used for JK by putting a coatroom in the hall and ensuring easy access to wash­ rooms. "In many cases, there are efficien­ cies that could substantially reduce costs," he noted. Anthony estimated 70 extra staff would be needed for JK, a total that would allow for planning time. An esti­ mated 2,500 students would be eligible for the half-day program. He said there'd be a maximum of 20 students per teacher. The board operated 13 JK classes for a year in the mid-90s, after it was mandated by the former NDP provin­ cial government. It was dropped fol­ lowing a government change and cuts in provincial funding. Anthony said there was enthusiasm for the JK classes. "There was a strong response to it and a strong desire to get into the program." But Oakville trustee Peter Petrusich said providing JK for high need areas could require new buildings. "We have three schools jammed up in northwest Oakville," he noted. "Where would you put kids there?" The trustee said the program will be seen as inequitable if it's available at some schools and not others. "And it may add portables or dis­ place kids already in schools and put them in portables," he said. "I cannot support this until we get new schools where we need them." Burlington trustee Michael Ellis noted Halton is one of only three school boards in Ontario that does not have JK. Anthony is slated to give a more detailed report about JK on Nov. 15 when the board will considered voting to establish it.
