"Health Canada on their website notes the follow- ing, 'Contrary to popular belief people can become addicted to cannabis. Con- tinued, frequent and heavy cannabis use can cause physical dependency and addiction, which can cause serious harm to your health, social life, school work and financial fu- ture,'" said Lishchyna. "Addiction can develop at any age, but youth are especially vulnerable be- cause their brains are still developing." Ward 5 Coun. Marc Grant argued the govern- ment has really fumbled the rolling out of cannabis retail and said it would be beneficial for Oakville to sit back and learn from the mistakes of its neighbours who opt in. He also argued canna- bis retail will not eliminate the black market, noting these groups will always find a way to thrive.find a way to thrive.f Ward 1 Coun. Sean O'Meara said about half the constituents he has spoken to want the town to opt out while the other half wants the town to opt in. He ultimately voted to opt out citing the lack of municipal control over the establishment of cannabis retail stores in this com- munity. Ward 5 Town and re- gional Coun. Jeff Knoll ar- gued there are no real fi- nancial incentives for choosing the opt-in option, noting municipalities do not get a significant share of the tax revenue that comes from the sale of re- tail cannabis. He also pointed out that the opt-out decision would not impact the ability of residents to get medical cannabis. Ward 7 Coun. Jasvinder Sandhu said the over- whelming majority of Ward 7 people she has spo- ken with say opting out is the best option. She said there was also not enough information provided, particularly in the area of enforcement, for her to choose the opt-infor her to choose the opt-inf option. Robertson said she re- spects all arguments, but would be voting to opt in. "I don't use. I never have, never will. It doesn't appeal to me, but that said, I believe we need to be a progressive community where people are respect- ed and can make their own choice," said Robertson. "We can educate, we can get the message out. I un- derstand the health con- cerns, but I also under- stand the medical benefits of it ... Walking into a retail (cannabis) store is some- thing 50 per cent of our ward has said they want." Robertson received ap- plause from several mem- bers of the public. Retail cannabis stores will launch, where permit- ted, in Ontario April 1. NEWS STORY BEHIND THE STORY: We attended a Jan. 14 meeting of Oakville's Planning and Development Council where the issue was considered and heard arguments from various residents and councillors.
