There was also concern about the proposed introduc- tion of provincially significant employment zones. This change would provide enhanced protection for em- ployment uses to employment areas that: .are designated employment areas that are inside existing settlement area boundaries; .may be vulnerable to con- version pressures (e.g. residen- tial conversion); .may be facing encroach- ment by sensitive land uses that could threaten the existing employment uses; or .are needed in the region to attract new investment and re- tain existing industries. Biggar said that while the town supports the protection of employment lands of provin- cial significance town staff be- lieve introducing another layer of mapping and policy related to planning and employment, in addition to those contained in the local and regional offi- cial plans, may have the oppo- site effect from what the prov- ince is trying to achieve. "A third layer of employ- ment land mapping and policy, in some locations, might frus- trate the establishment of new employment uses that would generate new jobs by introduc- ing additional red tape," said Biggar.
