The purpose of the study was to assess the problem of creek erosion and instability and evaluate alternatives to reduce risk to public and private property. The recommended solution to reduce erosion risk within the study area includes the use of erosion mitigation works at six (6) of the eight (8) erosion sites identified, using a combination of hard engineering (armourstone), natural channel design principles, and soft bioengineering approaches. The remaining two (2) erosion sites are located within park lands, far removed from private property and show no immediate risk to park lands. The recommendation for the first of the two (2) remaining erosion sites is continued monitoring by the town following some clean-up of debris in the channel. The recommendation for the second remaining erosion site is to address erosion issues at the time of future pedestrian crossing modifications as recommended in the associated flood EA study. The recommended solutions address the long term sustainability of the creek and considers such factors as creek confinement, habitat function and tableland uses. The study was carried out in accordance with the requirements as described in the Municipal Engineers Association's Municipal Class Environmental Assessment (EA) document (October 2000, as amended in 2015), which is approved under the Ontario Environmental Assessment Act. The Schedule B Municipal Class EA process included consultation with regulatory agencies, stakeholders and the public, including two Public Information Centres that were held during the study. The recommended solution incorporates public, local municipal and agency comments received during the course of the study. Project File now available for public review The Project File has been prepared to document the planning and decision-making process for this study. By this Notice, the Project File is being placed on the public record for a forty five (45) day review period from and including September 1 to October 15, 2020. In recognition of current COVID 19 restrictions the Report will be made available on the town's website at oakville.ca and special accommodations to view hard copies will be determined on an as needed basis.
