The former chief of Can- ada's Defence Staff dis- cussed the current situa- tion in Ukraine during a speech at St. Joseph's Ukrainian Catholic Church on June 16. Organized by the Cana- dian Young Leaders Coali- tion, the event drew a crowd of more than 200. Hillier began by noting that when Russian forces invaded on Feb. 24, they were supremely arrogant -- believing Ukraine's gov- ernment would surrender within days. He said this arrogance led attacking Russian forc- es to abandon all military tactics and doctrine as they advanced on Kiev. "They didn't worry about logistics because they thought Ukraine was going to surrender. So, they didn't have fuel, they didn't have ammunition, they didn't have rations, they didn't have medical units with them because they weren't expecting a lot of casualties. They didn't bring their artillery fire forward and as a result they couldn't reach, for the most part, Ukrainian De- fence Forces in parts of Ki- ev," said Hillier. "Probably most impor- tantly they didn't bring their electronic warfare as- sets forward and put them into the fight." Hillier said this bad planning led to the Rus- sians being driven back from Kiev with a bloody nose. Since then, Hillier says, the Russians have learned from their mistakes. He said they are now or- ganizing their attacks near railroad tracks to allow for better supply lines. They are utilizing their artillery to the point where they outnumber Ukrainian artillery units 14 to 1 in some cases. Hillier also pointed out that while the M777 155-mili- metre howitzers Canada sent Ukraine can fire 25 km, some of the Russian artil- lery pieces can fire 75 km. "They've also realized the value of electronic war- fare is immense," said Hill- ier. "Now if the Ukrainian Defence Forces start a drone, much less fly it, within four minutes a salvo of Russian artillery is go- ing to land on you and kill you. That's how deadly it has become." Russian forces have made gains in the Luhansk and Donetsk regions of eastern Ukraine in recent weeks. Hillier argued the West has to even the odds by sup- plying the weapons sys- tems in the numbers that will allow Ukraine to hit back. He emphasized Ukraine does not need four ad- vanced artillery pieces, but rather 400. The retired general also pointed out that while the West is quick to make promises about sending weapons, at present only about 10 per cent of what has been promised has ac- tually arrived. "That is shameful," said Hillier. "I was recently in Bucha and got a chance to walk around with the mayor of the town and see the places where several hundred of his colleagues, friends, family and citizens were executed and left as gar- bage on the street. If we do not do more for Ukraine to help defeat this brutal, bru- tal invasion then we are complicit in all that hap- pens." Hillier called for Cana- da to send 250 of the Cana- dian Forces' fighting vehi- cles and 50 of its Leopard 2 tanks, along with spare parts and ammo, to Ukraine, stating this na- tion is not currently using these things. He said this would help give Ukraine the punch it needs to start pushing the Russians back.
