The study was conducted in compliance with a Schedule “B” project as outlined in the Municipal Engineers Association Municipal Class Environmental Assessment document (Oct. 2000, as amended in 2007, 2011, and 2015), which is approved under the Ontario Environmental Assessment Act. The selected preferred alternative to address erosion concerns within the study area is to locally realign Taplow Creek away from the toe of valley slope and provide additional ecological benefit through wetland creation. The Project File has been prepared to document the planning and decision-making process for this study. The Planning Services department will be presenting a recommendation report with respect to the proposed official plan amendment at this meeting. As part of the five-year Official Plan review, Town Council identified a town-wide land use planning policy study was required to review the town’s urban structure and policies established by the Livable Oakville Plan and the North Oakville Secondary Plans. The purpose of the proposed amendments will be to incorporate into the Livable Oakville Plan modifications to the text and schedules in order to provide for a town-wide urban structure and establish the basis for official plan policy and for making planning decisions. The proposed amendments also provide for revisions to the North Oakville East and West Secondary Plans to align them with the changes to the Livable Oakville Plan. The effect of the proposed amendments will be to provide for a town-wide urban structure framework that protects natural heritage, open space and cultural heritage; maintains the character of residential areas; and directs growth to an identified system of nodes and corridors. The proposed amendments will also provide policies to guide of future to the Official Plan, including proposed site-specific amendments to the Official Plan.
