Using the part3_0003.jp2 image of this map that can be found at maps.library.utoronto.ca/cgi-bin/files.pl?idnum=1055 it can be seen that the inscription is "Thos Connell", where the 's' is superscripted. Tho^s written like this is a common abbreviation for 'Thomas', which confirms John Mark Rowe's reply.
