- A photo taken by Milton Reesor in the early 20th century. The photo features the gate across the entrance to the Flats and the steel-truss Water Street Bridge in the background of the photo. This photo gives an uncommon view showing the Flats being fenced off with access across a small pedestrian bridge from Water Street and through a gap in the fence. Two women and a child can be seen leaving through the space in the fence. Other noticeable features in the photo include the Town Hall seen to the left and the Andrew's Jewellers towers visible behind the bridge.

- Condition: Good - Image is fairy clear. Moderate discolouration of photo. Slight wear to photo surface; several fingerprints at top right corner.
