That looks like the royal train of 1939, which carried King George VI and Queen Elizabeth (later the Queen Mother) across Canada in May-June 1939.

Comments made on a fb site suggest the train may be the 1939 royal visit train.

This train could possibly be the pilot train that proceeding the Royal Train of 1939. The separation of the colours are consistent with the Royal Train of 1939.
