That looks like the royal train of 1939, which carried King George VI and Queen Elizabeth (later the Queen Mother) across Canada in May-June 1939.

This train could possibly be the pilot train that proceeding the Royal Train of 1939. The separation of the colours are consistent with the Royal Train of 1939.
