Tt was stated by Ministers, in the debate on the suspension lof the Habeas Corpus Act in Ireland, that the Americanâ€"Irish uthcers who came. over to superintend ‘and lead the proâ€" posed insurrection had been busily occupied in naking plans and surveys of the various militury fuoailiuno and nulitary works at Athlone, Limerick, and other places, with a view, do doubt, to an attack on thest posiâ€" In cuns;rucling the mih‘rary works of Ireâ€" | lasd the first point looked jto was the defence | of the principal seaports. | Dublin, which is | at once one of the greatest of Irish seaports as | well as the capital, is defended seaward by a ‘ fort of moderate strength, quite sufficient to | assist in keeping up the communication with England and to serve as a placefor storing ‘ and guarding artillery, arms, and munitions of | war. _ Tn the city of Dublin itself there was no | fewer than eight barracks, namely, ‘the Royal | Barracks, for cavairy and infantry ; the Castle | Barracks, â€"for infantry ; Aldborough House | Barracks, North Circleâ€"road, tor infantry ; | Richmond Barrack@s, near Kilmainham, tor infantry ;. Portobello Barracks, for cavairy ; Island Bridge Barracks, for infantry ; Beggar‘s Bush Barracks,; for infantry ; and Pigeon House Port, with barracks, for artillery and infantry. These barracks, though not strong enough to be defended against a force furnishâ€" ed with artillery, are Capable of being held successfully against a mere popular insurrecâ€" tion hastily got up and consisting of a partially armed mob. The positions of the barracks are chosen with a view to : the defence of the capital against such an outbreak. The harbour and city of Cork are much more strongly detended, the former being the best harbour for ehipsâ€"of war in Ireland, and containes many valuableâ€"nayal and nulitary establishments, â€" During the last war Queen« town Wwas a place of great bustle and importâ€" ance fAnd the station of anâ€" admiral. _ At the present time it also contains a strong nayal force, much more than eutlicient to meet any existing or any possible danger. In the harbour of Cork aré the three islands named Spike Island, Haulbowline, and Rocky I= lund. Spike Island, which covers an area of wbout 100 acres, contains Westmoreland Fort, the strongest military position in the south of Ireland, with the officers‘ quarters and . variâ€" ous military stores and appurtenances. â€"â€" It also contains a prison and J:pot for conviets, to which, it is said the Fenian prisoners are to be moved fur greater security. _ Haulbowâ€" line Island covers about 28 acres, and is used as a deput for ordnance «tures, besides conâ€" taining the fuvcrnur'nfiuuu. Carlisle and Camden Fort«, which are opposite each other, near the enterance to the harbour, are not now maintained but a var iety of new works on the mainland, calcul« ted to make Spike _Island a strong fortress with outworks on tue mauinland, were sancâ€" tioned by Parliament in the Fortification« Bill introduced by Lord Palmerston‘s Governâ€" ment three or four years ago, and could easily be executed in cueolma!‘ acctran h In addition to the works ut Spike Island there are lnrg;obmsclu at Cork, \capable of containing 1000 gavairy and four regiments of infantry, with all the appurtances required at the head quarters of the wugern malitary district of Ireland. â€" These bfrracks cover the eminence of the: beautiful suburb, rising over the Glanmire road. â€" Tue old fort near the cathedral is now the constabulary barâ€" The whole line of country between Dublin and Cork is furnished with strong barracks, constructed in former times of turbulence, and . available if such times should return. _ At Newbridge, on the line of railway from Dabâ€" lin to Limerick and Cork, there is a large barrack for cavalry. At Templemore, further south, on the same line, there is a large inâ€" fantry barrack capable of containing 1,500. men. At Mallow there is a small infantry barrack. â€" At Fermoy, in the county of Cork, on the banks of the river Blackwater, there are the most . extensive infantry barracks in the south of Ireland. They form two sepaâ€" rate squares, called the East and West Barâ€" racks. _ The former occupies three aquares of A qumlmnsl!e, 800 icet in lenfi: by 700 in breadth. The latter is similar in arrangeâ€" ment, but somewhat less extensive. _ In tne rear of the eastern quadrangle are small barâ€" racks for cavairy, with all the hoepitals and other appurtenances necessary for so large a military establishment. The West Barracks have not been used for miliuerurpoon for some years, but might ea«ily be made availâ€" able in case of need. _ There are barracks at several other places in the south of Ireland, including large ‘cavairy barracks at Caber, capable of containing a regiment of cavairy, and anothéer cavairy barrack at Clonmel. There are large infantry barracksat Kilkenny. Limerick is the head quarters of the southâ€" western military district, and there are four barracks, namely, the Oastle Barrack, Engâ€" lishtown, forinfantry ; the new barrack near Newtown Perry; the artillery barrack in Irishtown; and anâ€" infantry barrack in St. John‘sâ€"equare. There is also a naval force in the lower part of the river Shannon at the present time, which would be of great value in case of any attempted movement. _ _ Limerick may be considered the lowest point in a line of fortifications intended to command the whole line of the river Snanâ€" non, which divides‘ the provinces of Leinster und Munster; from Connaught. The strong est fortress op the line of the Shannon is Atn lone, which has always been a military posiâ€" tion of grea@himportance, and has become re important than ever in consequence of m‘:\a;smuct'um wf the great line of railway that runs across Ireland from Dublin to Galâ€" way, and crosses the SWannon at Athlone. . The castleof Athlone, which occupies a epur or offâ€"set from the higher grounds on which the western portion of the town is built, was erected so lung ago as the reign of King John, and was enlarged and strengthened in the time of Elizabeth. 'fne ancient keep is in the centre of theigourt or area of the castle, and is used as a barrack. The buildings which have beenemwdonunop&::rm next the lower #ide of the town are pied by the officers of the castle, the walls of which, above those that sustain the mound, add to their comâ€" nun{x’l’ appearance upon the outer side. In other parts the platform is surrounded with modern works mounted with cannon so placed a« not only to command the approaches from the Connaught side, but to sweep the bridge across the Shanton. The military det of the place, now all ufon the Conna:fih% in addition to the castle, consists of advan forts and redoubts out«ide the town, so placed as to command the main approach along the great road from Galway by Ballinasloe to Athlone. The canal made to avoid the fords of the Shannion adds to the strength of the works, and the bridges acrose it are defended ;:' pJu‘d- -‘u“ The extensive are a suf ficient protection to the worklbmnpndo the Juse tathe annuth. on the Connaught side. Sterling. Ey,, Sentinel gives the following account of a fiery fiend visible in Bracken county ; 4 Brackes Co., Ky., Fcb. 17, 1866. The people in this neighborhood are in the greatest state.of excitement in consequence of a remarkable visitation or apparition of some demoniacal personage in our midst. 1 am not a believer in the doctrine that disembodied spirits can " revisit the glimpses of the moon," por do I believe, that epuch designated ih proâ€" phecy, when the chains of Satan are to be un» loosed, has arrived. _ But the things whereof 1 now write are of such strange import, so incxâ€" plicable, that 1 have determined to put you in possegsion of a full and explicit nurrative of them, merely promising that every word is true, and the facts sworn to, as witness the acâ€" companying affidavit, â€" What it is I am unable to say. _ I merely give the facts, such as 1 am personally cognizant of, and leave it to wiser heads than my own to unravel the mystery. _ Un Monday night lust, after @nyselt and family had rctiredâ€"to rest, we were suddenly aroused by a great outcry froim the negro quarâ€" ters, which are immediately to the rear of the house, in which prayers vied for supremacy with Lluphcmieu; men, women and children screaming * fire!" angd @anurder |" at the top of their voices, all conspiring to create & scene worthy a pandemoniam. _ ‘Perribly: startled, my wife and J sprang from our bed. _ The room was illuminated as brightly as by a flood of sunlight, though the light was of a bluish vast. â€" Our first and most reasoumble conclusion was that the negro cabins were being consumed by fire. We rushed to the windows and beheld a sight that fairly cmhu the blood in our veins with horror, and filled onr hearts with the utmost terror, . My «laughter, shiick» ing loudly, cam» flying into my room, hysteriâ€" cal with fear, ‘This is what we baheld: « Standing to the right of the tipper cabin, near the fence that separates the nogroe â€" garâ€" den from the houseâ€"yard, was a creature of gigantic »tature, and the most horritying apâ€" pearance, . He was nearly as high as the comb of the cabin and had a" monstrous head, not dissimilar in shape to that of an ape} two short, very white hofns appeared above each eye ; its arms were long, covered with shaggy huir of an asby hue, and termiuated with huge paws, not uulike‘ those of a cat, and armed with long.and hooked claws. "Its breast was as broad as that of an ox. Its legs resembled the front legs of a hors«, only the hoofs were cloven. lt had a long tail, arm=d with a dartâ€"shaped horn, which it was continually switching about. _ Its cyes glowed like two living coals of fire, while from its nostrils were emitted shoots of bluish colored flames with a hissing sound, like the hissing ot a serpent only a thousaud fold louder, Its ‘clel‘i wolor, save its arms, was a dull, dingy brown. The air was powerfally impregnated with a smell of burning gulphgr. ‘The poor negrocs were evidently ht»n’n; under the extremest terror, arid two of them, an old woman and lad, were actually driven to insanity by their fears, and have not recovered their reason up to this writing. 1 do not know how long this monster, demon or devil, was visible after we reached the vindowâ€"possibly some three seconds. When it vanished it was enveloped iin.lpill‘ool!&no‘ flame that reached near ito the tops of locusts trees adjacent, and which hid his borrid form oonal:wly from view. The extinction of the e was inâ€" ‘stantancous, and with its disappesrance we were relieved of the presence of this remarâ€" ‘kable visitor. e It would be impossible for me to attempt to describe the effect of this visitation upon the members of my family. Suflice it to say, that my wife and two daughters are fiulyru‘d- ed that it was the veritable Satan. For myâ€" self, I would willingly believe that we all, by some curious coincidence, had been the victim of some horrid nightmare, did 1 not know that we were fully awake, and actually witnessed that which is above recorded. Again, if ours had been the only family visited by this unâ€" earthy creature, I should have kept silent, and perhaps, tutored my mind into the belicf it was an hallucination. * * But precisely the same apparation made appearance at my neighbor‘s, Mrs, Wm. Dole, appearing there in precisely the same shape in which it presented itsclf to us, save the which appeared to those who witnessed it Mys. D.‘s to resemble that of a horse. At Mr. Adam Frqua‘s, another neighbor, its head that of a vulture. On Tuesday pight it peared at Mr. Jesse Bond‘s, there wearing the head of an wlephant. . At all these it made the same Apperrance as at my excepting only the changing of the und disappeared in the same manper | Th parties are all reliable ladics and gentlemen, und at my request have made omuth to what they witnessed. s What it is, what its object, what its mission, is something that passes my poor comprehenâ€" sion. What 1 have above written is simple, unadorned truth, You are at liberty to use this in any manner you uym.fonfl.
