I may congratulate you upon \the fact that Ottawa has.become the seat of Government, not only for the two Provinces of the old btnon,. but for the Dominion: of Canada, which, we may confidently expect, will ere long embrace the whole of Bmlsh North America ; and it may be permitted in me to say that, to secure this great lionor for our city, Ispared no exertions which you had a right to expect from your repres¢ntative.
