The effoct of the anticipated transfer would be to give this Parliament authority to make laws for the whole region, to go into the basin of Lake Winnipeg as part and parcel of Canada, assuming the Company to be ouly squatters ‘there, having their reme=dy in a vourt of law if disposseased wrongfully. ‘The Seventh Rusolution referred to the Indian inâ€" habitants, of whom there were large numbers, though not so large as formerly, scattered over the whole territory. It had been the practice of our Government to recognize some rights as bulonging to the aborigines of the country, making treaties with them, and giving them compensation for their landsâ€"dealing with them in a measure as with munors incapable of the management of their own afairs, but always actiny generousiy towards them. ‘The Company had never protended to extinguish these aboriginal rights which had preceded thwirs. A sottliement must be come to ‘with the Indians for the sake of the protection of the Colonists. lHe â€"was glad to say that in Canada we had no difficulty in dealing with Indians, which was«xperienced in the United Status, and the rcason was that we had actod jastly towards them, and desired to coutinue to do so. The proposed annexation wns a matter which every member who had given attention to public affairs must have well conâ€" sidered. Government, believing it to be une of verf great importance, had thought themselves ifled in appropriating a sum of money in opeuiing a toad from Loog Bay to Lake aupurï¬t towards the Red River, the exâ€" pouse of which, though entirely within the Province of Ontario, might, in view of its gencral advantage, be made chargeable to the Duninion, and would be found to have buen well expended towaris promoting the pro gress of the settlâ€"ment.
