Though the stock of the two Banks is to be exchanged at the rate of three to one, or 334 cents on the dollar of Commerâ€" cial Bank stock, yet the premium which the Merchants‘ Bank stock at present carries makes the exchange equivaleat to about 36 cents on the dollst to the Commercial. Muach disappointment was exâ€" pressed thi. a lurger per centage had nut been offered, as many of.the Sharebolders felt the property was worth more. A lengthy 3::-& took place on the report submitted by the Directors, but the proposition to amalâ€" gamate in the proportion of three shares of the Commercial to one share of the Merchants‘ Bank was finally carmed by a vote of Yeas, 14,594% shares; Nays, 621 shares. There was & proposition reaxl from Mr. Kixo to the effect that the Bank of Montreal would buy the stock at about 30 cents on the dolâ€" If it is deemed wise to expose the Municipa! franchise to be thus limited, by the careless ness, or perhaps the riecessities, of the rateâ€" payers, it is at least desirable that ‘Municipal officers should be compelled‘ to give every facility to those who feel disposed to comply with the requirements of the law in time to save their rights. To secure this object reasouable penalties in the shape of fines should ‘be imposed upou officers and members of the Corporation, by whose want of attention 4o. duty all or any ot the ratepayers are deprived of the fourteen days‘ notice to which they are by law entitled, and withou which . it is most unjust to deprive them of their votes. ‘ Since but one third of the members of City Corporations are now elected, annually, it will of sourse take some time for the mischievous effects of tie present state of theâ€"law in this particular tully to develope themselves. Butthis very fast ought to suggest to the Legislature the greater necessity of stringent enactments to compel members of these Corporations todo their duty, or to punish them for dereliction. We need not point to New York and the great cities of the Amerigan Republic as exâ€" amples of the tendency of Municipal rule to run into riot. Quebec, Montreal, Oitawa," Toronto, Hamilton, and other places in Canâ€" win, have not: been without their experiences in the same direction, and we think it would be in the highest degree prudent, while yet the disorder of Municipal mismanagement is but comparatively litie developed in the scountry, _ to adopt prompt and comâ€" prehensive _ measures tor the prevenâ€" tion of its increase, and the eradication of such evile as have ajready cropped out. For this work the Legislature of Ontario ought to be preeminently qualified. Relieved of the duty of applying itself to great general questions of trade and finance, and to some exâ€" tent even of party politics, it can give a degree of attention to Municipal®and other matters of much Local or Provincial interest, which before were comparatively neglected in the turmoil of the larger national politics. Many of the Members composing it are men who have aequired much experience in the working of Municipal institations; all of them have doubtless felt in some shape the evile of their -i-‘*u(, and the Assembly as â€"a whole has talent enough, and will have time enough, if attention is directed to the subject, to make many needed amendments to the existing law. The proposed amailgamation is to take effect from and after the first day of March nextâ€"the new stock of the amaigamated Tus evidence is abundant throughout the country that the provision in the Municipal law requiring prepayment of taxes as a qualification for the right to vote at Municiâ€" pal elections has practically disfranchised the great majority of the rateâ€"payers. 13. one of the wands in London it is stateu there were but forty voters qualified ; in Hamilton aad Toronto it is admitted that but a small minority were privileged to vote; while throughout the rural municipalities it is quite probable that the disfranchisement was qu.ie as extensive. The schools at Pointe aux Trembles, Grenâ€" ville, and Montreal were also reported as making favorable progress. Mr. Mardonald closed by appealing for. increased pecuniary aid, and more earnest prayer for the work, sugzesting the formation of an auxiliary at the capital. _ 5 £ The following resolution was moved by the Rev.
