To avoid any such hapâ€" hazard way of organizing the Keserve Miâ€" litia should be the aim of the military auâ€" thorities. It would, of course, at least at present, be impossible to drill and dis cipline the whole militia force, but whatâ€" { PRICKâ€"3 CENTS ever is done in this way should be done properly, and if an emergency should arise there should be officers at the heud of each > company Capable of taking command cffecâ€" tively. With such as these to instruct, and tojénforce discipline intelligently, the rank &nd file would speedily fall into line in a soldierly manner, and when put into battalions could be moved properly and easily, if not with the grace and precision which . long training imparts. Without such officers it would be almost impossible even to move undrilled men from point to point, to say nothing of manceuvring them in such a way as to fall upon the we«k points of the ecemy with intelligence and torce. Under these considerations it should be a principle with those who have the orâ€" ganization in hband to employ as much wilitary knowledge as possible in officering the Reserve force. We are well aware that there are among those who can show excellentâ€" military qualifications, mauy whose youth and inexperience in other walks of life have not pertnitted them to become leaders of the plodding old fogies who affect the status of magistrates, imuniâ€" cipal counciliors, sciwol trustses, pathâ€"mas* ters, poundâ€"keepers, etc.; and if it were a question of infraction of law, roud mendâ€" ing or fence viewing, there can be no quesâ€" tion that those who have had wost expe. rience in such matters would be the nreper ones to choose for such duty ; and in wmiliâ€" tary matters, t~ same rule should apply, if we would avoid loss, confusion and disâ€" grace. A man may be perfectly capable of leading a mass of his neighbours at public meetings;â€"or at the hustings, who could not lead a corporal‘s guard through a defilewith safety, und for this reason military qualities | should be the principal onesâ€"sought for | positions of command in militia organizaâ€" | tion, especially as regards company officers ; | for after all, when their services are really \ required,, their chief duty will be to obey : | the orders of commanders of regiments and | divisions, whom. the commander of ‘the â€" | forces will take good care shall be sclected *\ tor their soldierly qualities, and not for : their influence as demagogues, as was the case in the United States during the late i | war, and which led toso many terrible and | disgracetul disasters.
