RICHARDS, _ For this purpose Her Majesty has been graâ€" ciously pleased to sanction such a modifica, tion of the Statutes ot the Order ot 8t. ‘Michael aud St. George, originally instituted by King George JIL, in connection with His Majesty‘s Mediterrancan Possessions, and now presided over by a Prince of the Blood Royal, together with sugh arwentargement of its numâ€" bers as will renderdtavailable as a reward of distinguished merit or services in any part of Her Majesty‘s Colonial Possessions. * The Queen has had occasion to observoâ€"that the constant progress of the British Empire in population, wealth and enterprize, and the unusual opportunities thus happily afforded to Her Subjects of rendering effective services to their Sovereign and their Country, have in some respects outgrown Her Majesty‘s means of recogaizing those services in a fitting manâ€" ner. You ave aware that with the object of supplying that deficiency, it was found requisite in the year 1847, to enlarge and modify the ancient Order of the Bath ; and more recently" that Her Majesty has been pleased to create a new OQrderof Knighthood â€"â€"the Star of Indiaâ€"forthe reward of services rendered imâ€"relation to her Indian Empire. The sphere of usefulness and eminence which is now open in the British Colonies is so varied and extepsive as to renderit, in Her Majesty‘s judgment, advisable that to them as to India a special form ofdistinction should be appreâ€" priated. The Atlantic and Pacific, the Great Western, and other American Companies have invaded the field, and have become suceessful cnmgetitora for the public patronage and support, These Companies, actirg on the cheap postage princi.ide, avo forced the old monopolist to a reduction of rates, which has resulted in a more widely extonded use of this means of cofmtMunication, and much to the surprise of the Western Union itself, has increased its profits, whilst sharing its field of operations. With these new Companies the Dominion Telegraph Company of Canada have ontered into most satisfactory business relations, and confident of the soundness of the principle which led to the adoption of the pennyâ€"postage system in Great Britain, the voluntary reduction from $100 to $16.65 per ten word message by the Ocean Cable Company, and the successful olpentionl of the Companies recently established in the United States, invite the business and mercanti e community of Canada to join them in the promotion of an enterprise, based on the principle of moderate rates and extended businessâ€" which, while injuring no one, they confidently expect will result in cecuring & large return to the in vestor, and prove a vast benefit to the community. : f Allusion has been made to the voluntary reduction of rages |Â¥ the Atlantic Cable Company.
