[cheers] lie thanked them for the double compliment to his, past career and to his fltmas for " present oitice, and supposrd that in anything he had to say regarding his course in the House hedld not need to rettr to his actions previous to the lust Parliament, but could plead tho statute of limitations against any claim for earlier explanation, hav- ing been since then endorsed by the approval of the county expressed in his°roturn. The condition of affairs had been gravely altered by Confederation, and, as a public man, he was ready to take his share of the responsi- bility of having brought such an alteration about, whcn he believed, and which all who assisted init believed, would be for the profit of the country. in the present Parliament, they haito deal with the new clementlntrf duced from the Maritime Provinces, which had pt rhnpa beenaceustotned to deal wrth smaller matters, and it was tribe regretted that Nous Stolil had amt an nlmost unanimous rrpre- sentation, pledged to hostility against athe- Unioh. 'iier ruprintatioa'wair, howeexir, it gratified him tobear witness, compostd ofmen of the highest character, and who reflected every honour on their Province. But these new and hostile elements had made it a mat- Pr of gr. at dimculty to get through the busi- ness of the last session. It was the t1rst ty of Parliament to assimilate" the laws of he dinerent Provinces, and in doing this, e e- cially in matters relating to the tariff, g at ditticulty but occurred arising out of the if- ft-rent local customs duties, and the upper tly diverse interests of the various Pro races. Those difficulties but, ho feared, for t. e mo- 'ment somewhat aggravated tue'tiseung tdis... satisfaction among the Repealers in. the Maritime Provinces. _ But a h tter feeling he was glad to say was springing hp; and he had the strongest conMetscts in the tuturo‘of the, Dominion and in the removal of all dissatis- faction in any part of it. [cheers] After re- ferring " considerable length to the measures of the . last session, and _ hit own course thirreon, " well as neural local rail- way enterprises, Ms. Walsh said the next point upon which he desired to address them' was with regard to the more immediate object of the gathering which had met to par trim so higha compliment.. Arid he had pride in assuring them that this appointment of which they had been pleased to approve, had been not only unsought, but even wholly unex- pected by himself, (hear, hear,] and that the tirgt intimation he had received regarding it ‘ was in the olticitu itttimBtionfrorn the head of the Government, proposing it for his accept- -auce. This fact made in his cstimatio'n the distinction of the chine far higher than if he had obtained it by outside intiuettce,Uuch " might be used through his friend on the right from Brant, [Dr. Bown,] or on the left from Essex, (Mr. O’Connor.) Ho would refer to the statement which had been made by a see- tfon of " oppotua1ts--that it had only been after it was found that he couldaot be re-' selected theta loop-hole had been found for him to get through. [Laughten] ‘lie had himself,“ first, been of the opinion that re- aloction would be necessary, judging from the general parliamentary principle, and without having very closely studied the law. He had consequently consulted his friends from the riding upon his prospects, and, from their cheerful assurances, was able to signify. his willingness to accept the oftice, adding that he had every certainty that there would be no ditticulty in securing " reelection, [loud chasm] for he had yet to learn where there was to befound one man who had voted for him hitherto, who was not preparetto record the same vote again [prolonged cheers.) m took this firstopportunit of making this per- sonal statement ffll',l'i'll,',rl'll went on to ex- press his approval of the principle which en- acted that a Commission ’ holding such oxte'nded power should be directly represented in the people" Council. Since their appoint- ment the. Commissioners had not been idle, and he thought they might fairly take credit for having, in the month immediately sue. cot-ding their having been gasetted, carefully examined 90 miliof the route, and travelled over the whole 500 miles of its distance. It might be said that such h flrimt visit was of no practical value, but they should know-that the line of route ran within sight of the tram, oiled road almost all the‘way from Riviera du" Loop to Truro, and that a journey along the latter gave a very good idea or the nature and diffiuultioa of the former. They had examined all the localities of the heaviest works, which were chiefly on the Restlgouche and Metapc- dis, and had, he thought, exonerated them- scIVes your any impvtation of attending only to their own interests, which might be brought against them, had they sat down inactivoiy in their elk? at Ottawa. He could venture to 'say for his brother commissioners as for him- self that their only object was to build the cheapest and the best road (applause), and he would mention one Item in which the deter- mination, they had come to would effect a large saving of expense, vis.: by building their bridges of wood in place other). It might be said that it was but false economy to construct such works to last only twelve or fifteen years instead of forever, but consider. ing the peculiar nature of the line which was not likely to prove of commercial profit for' some time, he thought-their determination, would generally be accepted as the correct one, especially when they tehetrted that its and would be to supply the material and the _ labour, and keep the cost of these in the country in place ot paying England for Eng. ilsh produce to the loss of the advantages they hsdthns agreed upon retaining. (Hear, hear.) These bridges would only cost half the price' of iron, and could, therefore, be renewed at the mine total cost for many years to come. The principle " employing such material was " he held, of sound economy, and had been largely pmctiqedin Americans welins very recently upon one of the Grand Trunk' lines, in the case of the Paris viaduct. Ho added that the Commissioners had, " the Chairman though not perhaps the meeting was :aware, made an al- teration tn the system of carrying on the works, which they considered of high practical importance. They had reversed the judgment of the Chief Engineer, who had propqed that their contracts should be let out outs fixed schedule of prices and measurements, while they held it was preferable to let all contracts ata specific fixed sum, whereby they ‘could know all their responsibility at first, and would throw on the contractor the burthea ot mak- ingall " calculations respecting the char- acter of " cuttings or embankments, while ’the country would have the satisfaction of learning " once what each-25 or 30 mile sec- tion was to cost, This new system they had adopted in the case of the four sections which had already boen:adrertired, and though their course had been said to have been adopted in the interest of contractors, not. of them had expressed any satiatisctiou at it, which be (Mr. Walsh) held as a strong proof of its merit. It was possible that tthurveys were not " yet suihciesntty complete toenablo contractors to 'eryt in accurate tenders, but they would know their estimates decisively on the 8th February. and how fur their system would re- sult in economical epicicyyt. m would take that occasion of saying fer-thin Fleming, that the ditBeultie. of the. Chit f Engineer were very great, of running his lines over a vast extent of country in making experimental surveys, and be " able to concentrate his forces only ,where the Government had deli-, randy lecat:d the route. m would also say most emphatically, whence his words would go out to the country. that froarthe Commis- alon every contractor should have fair playtthat there should be no such thing as favouritism, but that each and every tender should be judged upon its own' merits. solely. (Loud laughter.) And, for his in- dependence, was hounded all oventhe country, and told that ho suil'ered from all sorts ot maladies, such as weak knees, soft brain, to, &c., as well tvs.prescribed all sorts of remedies. Now, his real and only malady was..that ofa srtiff neck. (Lahghter.) He went on to urge the necessity of a..rtiooificatioa of i6pinion in the light orexperierure, and diachimed any uori11intrttesa'to contess errors o which he had become convinced, asserting fit those who knew" him best knew that when he wrong- ed anybody he was always ready to make re- paration, and to acknowledge his miitakes. Of such a course he could never be ashamed, having shared in trcieutitic discussions in which tho ablest men Were willing to amend and correct' their former opinions in the search of truth. He would, however, be ashamed if it were potable that he could per- sist that Wrong, which he knew to be wrong, I was the [tight he had once fancied it. He had I bash long ago told by a leading statesman that politics were a matter of expediency, but he had lived to see the party. which held such a theory dwindie surely to decay. Going on to contrast the British and American forms of Government, he said that the latter placed the sovereignty in the popular, the former in the divine will. Severely censuring tire attitude towards Confederation taken by the Hon: George Brown, C he stigmatized that gentleman as having attempted as an abor- tion to destroy the " of his ownoilspring. This man's failure had 'umcieittiy taught the lesson that men could only truly lmietiit them- selves by honest work or the bgneiit of the whole community. With " place in public disregard, they might contrast advantageously that of the memory. of another politician. There had been man who had come among them poor and s ed, with nothing but his honesty and his ‘in to rely upon, with all the impulses of chart and benevo- lence working in his soul, 'but with little to give to those of his brethren whose needs- claimed " itttinitts compassion beyond the treasures of that genius which had made its mark on the country " the age, and which he was'ever ready to lavish in the - ot enduring humanity. Ihia man it was who had magnauimously resigned his own claims to ( cities for what he thought to be the general 1 good, and who, in that last Id ypeoeh which none among his audience could ‘ever forget, Lad enjoined the necessity of legislation in each Provides for higher aims than purely local ones, and had thus won a gratetul meed of popular recognition, dedaring that, if ever any one deserved honour of his country, it .was the murdered martyr Thomas D'Arcy l McGee. [Loud cheers.] This was the man who had, dttaiter day and night after night come down, with the knowledge that murderi was on his heels, to do " duty to the country that he loved to serve. There wa‘ssf't seemed to him, a valuable public lesson be learned from the contrast of these two, live-ui the one, whowas now roiliteirt wealth, and of the one, who was now rolling in wealth, ani the" other who had died wanting provision for the future of " family, which the gratitude of the country had previded, for, although ho fearei but imsufticitrntly. (Hear, hear.) lie had often had to differ with Mr. Walsh, but he could notwithstanding assert that there was no one from whom the public interests could now derive higher service, and was confident that he would come back to them again, and again, to receive renewed assurance of their approval, while he himself, tu',',",', as Mr. {Walsh went on as now would be ways ready Mr. Wallace, Accountant of the Railway Commission, was then presented with An Address and a valuable ,atyh, which, with 'the toast td " health be suitably “knowl- ogtV , - _ viewing thc'ir differing recommendations he has! that he had neverboen inclinedto View the I road as one ofgreat commercial promise, and ,l;ud been even less so since he had truer-ad l the country. But it was a political and mili-' tsry nunssity, and no lino which could be chasm was commercially desirable. The l'ronticr'route had been advocated on account ol'its shortness', and because it ted directly to lint ally at St. JolmiN.Il, But it would be nttt rly useless for military purpos;s, and tho British authorities would never Isave, contrent. ed to sanction it, whiloss a commercial under- taking it would have to compete with'the road now bcirwcotustructedfroai St. John to, Ban- gor, in Maine, and these joint considerations he could not but regard " tsufficient reasons for its rejection. As to the Central route, ho had the vcry best grounds for stating that its cost, per mile or in the aggregate, would con- siderably exceed that ofthe, lino selected, be- sides which it would cross a country perfectly sterile and uncultivated, in the heart of the Province. The Intercolonial line, as' deter... mined upon, would, on the contrary, supply tho want or railway communication wherei New Brunswick moat needed it. He believed then-fore that, in their se1ectiod,%u, Govern- ment had taken the course likely to eir_ct the greatest good to the grt-atest number. AM the Commission had not been longenough ia' othco to work as yet a great deal of either good or evil,' he. might perhaps be r-xéusedtrom saying anything further upon such a topic, but I he still desired to reiterate his sense of the military and political necessity of the line,' and of the absolute csigency of' its conetruc- , tion for tho maintenance ot the Union oftho Provinces. But upon this point be was glad l to be able to say that, from his own observa- tion and enquiries, and irom recently obtained information, he was suitistieethit the darkest ( hour of Nova Beotian dittaffection had passed away, and that if the great question anCon- federation were, to be shortly submitted to, the peopr", the Union would be ratified br) a dscisive majority. He was able to go, farther, and to tell them without‘het-itatlon‘ that, at the n--xt session of Parliament the (lowrnment would be prepared to submit to f the Home propositions to make the basis of) an ago-rmrnt which should, include Nor-: foundland. [Cheers] Mr. Walsh then went, on to enlarge upon the capacities of the West British Confederation which was to stretch from sea to sea, and to yield its productions of l gold, tsilver, copper, had, iron/coal; salt, coal l oil, fish and forest, to be made available by its splendid climrt'r soil and wattr communica- tion in iGii,Uihii' with its_vast agricultural resources and manufacturing enterprise.
