The working classes are moving, as well they may, when England has a mil- lion paupers, and when London, the great centre of wealth and industry, shows nearly 2000 more paupers than it did twelve months ago. The movement is not that cf an insurrection, it is simply a departure. It does not necessarily im- ply disaffeotiort, nor even so much as " content. But whatever may be the pie- cise feeling entertained by those who leave us, it is evident that men, women and children, are, quitting our shares by hate dreds. and by thousands. More than 9000 English people emigrated from the port of Liverpool in the month that has just expired. Of these more than 7000 were bound for the United States, and only about 2000 for Canada. Offoreign- ers, proceeding by way of Liverpool, 9000 were for the United States, and rather less than 3000 for Canada. 0f the Irish, the United States took 4500, and Canada l only 170. In the case of the Scotch the I (trar/ti: was excessive, for the Unite States had 748, and Canada only one! The 39 ships included in these re- turns conveyed 21,556 emigrants to the States, and 4985 to the Dominion. It was lately stated on t e authority of Mr. Dixon, the agent in this: country for the Canadian Government,that Canada was prepared to give employment to more than 40,000 persons in'addition to those al- ready constituting her working popula- tion. Since that statement was made a gentleman has arrived in this country in the capacity of special Emigration Com- missioner from the Provincial Government of Ontario. This Commissioner, Mr. White, asserts not only that Mr, Dixon's calculation is within the mark, but prob- ably the Province of Ontario alone could absorb the whole number, and certainly avery large proportion could be provided for id that part of the Dominioh. The Local Legislature has just voted £2000 for emigration purposes. The Hon. John Carling, Minister of Agriculture and Public Works, has issued circulars to all the municipalities in the Province, asking for precise information " to the number and class of persons who could obtain em- loyment in their several jurisdictions. l Ile, result of these statistical inquiries will shortly be known, and will, serve to throw further light on this important question. The cure and preventive of pau- perism is thus before - us. But the Government of the day leaves the ques-. tion to solve itself. Mr. Goschen is im- patiently anxious to reduce the mountain of pauperism which rises up continually before him. He is ready to scold the guardians and to reconstruct the poor-lor map of the metropolis.' But the broba- lem resolves itself into a simple matter of so much passage money. For a certain sum per head the people, who are rendered paupers against their will may be trans- tormed into prosperous laborers and operatives, earning their bread on the western side of the Atlantic, instead of eating bread without earning it on the eastern side. Pampers, in the degraded sense of the term, the colonies will refuse to receive ; but poor people selected by their own agents, they will doubtless be ready to accept. We hope Mr Gomhen will ere long turn the opportunity to account.
