Ageon, Deputy Reeve, of North Plantaginet ; W.lham Bradley, Reeve of Ciledonia: Norman D. Mcléod, Reeve, of *The County Councilt of these Unites Counties, met on Tuesday last, at L‘Orig nal, the whole body being present, viz :â€" Qounty Council of the United Counties of Prescott and Russells _: Caleduonia; Norman D. Meléod West: Hawksbury, . ; The Clerk of the Council then Mr. Rodden said he was obliged 10 them for the opportunity which they thus atâ€" forded him for addressing them. â€" He must tell them at once that he was not deputed by any other body to attend beforaethom $ but having heard that the railway quesâ€" tion was likely to come up be fore them, knowingâ€" well what was being done in the mat else where, he was here to give them any in formation in his power, on the qhestion, which might enlighten them, and in doing so he considered that their interest and his own in the country were identical. He would tell them that Montreal already stood pledged to support this Railroad, and, being so pledged, they had made apâ€" proaches to the Northern Colonization | 8i Railroad, and the Canada Central Railroad | d desired to see what it was possible to do | s« with them in furtherance of the common | t! object. _ They found that the Northern | t Colonization I:ailrocd had the sympathy of | A all the localities from Muntreal, the various | it village aBd other local municipal interests, | w and that it that Company were di;posed to | a give them the benent of that sympathy, | T that route could be used for the advantage | b of all, but if not, they must. leave that | o route, and seek a connection elsewhere. | u Finding there was no opportunity of makâ€" | hb ing a connection from Â¥audrewul to Monâ€"| t! treal otherwise than by the Grand Trunk | t Railway, they saw that they must take | e that route or originate another, _ But the | y Grand Trunk would give them no| G assistance to. come _ to _ Vaudreuil. | c The _ County of _ Vaudreuil â€" would | t give them nothing. Rigaud wo ld give | n something ; but: this ‘would not do, and, | s therefore, they would have had either to | 7 go through Vaudreuil under every disad | v vantage or change the route. Now, under | s these circumstances, finding that the | s Northern Cotonmzation Road was subsidized | n by the Quebec Government,â€"that the the | ¢ subsidy was given . for the conâ€" struction _ of a _ wocden _ railwayâ€" | J that the subsidy amounted to 3 per cent. | a and $5,000 per mile, and 3 per cent. subâ€" | j sidy on the cost of bridging across the | ] Uitawa, which was equal to hallt the cost | 1 of bridging, or $12}500 Tler mile. They | c were all unanimous in thinking that the | ; route from Montreal to Grenville was the | ; most favoruble, whether that went to St. | i Andrews, Lachute Carillon or other more | j favorite puint of connection, and thus for | ; more reasons than one, they resolved on | ; adopting that line of connectson, particuâ€" | ] larly where they found municipalities | , pledging themselves to give $300.000 or | | #400,000 in aid, No doubt the counties | , along the route would â€"give liâ€"erally. The | . village municipalities would be also liberal, |â€" and contribute according to their means in sums varying from $20,000 to $3U,â€" (XX), and thus, putting the Government and municipal support together, which the | Northern Colonization Koad had secured, there seemed every probability that that road would go on, and they telt it their duty to see at once if they could not turn that road into a Grand Trunk road. â€" But there was a difficulty in their way. . The charter of that road was for a wooden railroad, but at the last meeting of: the Legislature of the Province of Quebec, they gos the charâ€" ter extended, with the subsidy, to the con | struction of an iwron ra lroad. . The next point was how they were to â€"get beyond Grenville, for if that line stopped there now, it would in time be ~extrended and shoot out branches to the north, and if that were so then we at the south side of the , | Ottawa River would be left in the cold, as | that line would ultimately be taken along | the north shore bf the river to Ottawa | Their next effort was to get it extended so | | as to cross the Ottawa river to thisside. That | is one feature in the charter as secured, ; } another is that thereby. the road is se e | cured through our own counties, with the \ right to construct a branch to Vauâ€" ,' dreuil, which,. if we choose, we can do ,, | some day. [Another important feature in e | the charter is; that it must become an imâ€" !| portant link in the future Grand Trunk ) milwuy to the North West, and thence to : the Pacific. Communication will not be ,, | long without being open to the North g | West territory, lie bel.eved if there had e | been time during the last session of the: : Dominion . Parliament, ©the Government , | would have entered on the consideration ,, | of a measure for taking the road as a link e | to the Pacific, into their possession, and he 8 | believed they would yet do so. He would mention that the charter as it now stood, % contained a stipulation that if the Governâ€" L | ment desired hereafter to take the road , | they had the power to do so, and: make e | the route of tï¬g Canada Central through 8 | these counties (the . high . road to the Pacitic. This route would be two hunâ€" dred miles shorter to the North West than ® | another route proposed ‘through Toronto. i | That city was making every effort to stretch its rulways in that direction. The »a | Port Hope, Lindsay and Beaverton and se | Kingston lines all tended the, same way, "* | and desired to grasp the vast trade whiâ€"h ~ | was surs to flow over that route from that r,| vast and fine â€"territory.> No that if ge| they did not stir themselves, while Toronâ€" to, Belleyille, Kingston, Prescott and other places were up and stirring, we must be cut off from the great advantages open to us. _ It therefore. became us to step out and grasp the benefit while it was within our reach. _ We should be the pioneers in the work which must open to us incalcuâ€" lable advantages hereafter. _ What are other places doing? Montreal was pledged by the friends of the yroject to give one million dollars in aid of this line, and the only objection made to confirm this promâ€" ise was that they‘ required to know first what those along the line above Grenville PRICEâ€"3 CENTS. would erally road : keting to a ums " hen we cannot avail ourâ€" selves of it. _ Ar * now prepared to ob viate all these d=@ivantages by availing ourselves af â€" ie assistance which we can have S om Montreal and from the Ottawa Valioy. or are we not ?¢ There was one word nm=.e he svished to say to them. _He beli~.ed that in the next sesâ€" sion of the Quebec LegJature the" Gov. ernment of th« Province would assist. the North Shore 1«ilroad, and let it approach 8t. Therese an\ St. Eustache, and so give direct comm»inication \jtl. Ques#ec, «and so over thi: line open a direct way from that city to the far west. They all know the line. i« is for themselves to make it. As to the ‘xcation of the Canada Central in these countics, though in general it was a feeling of self.interest which netuâ€" ated mosi people, he had but one feeling. They might go with it where they pleased, but at the seme time he would say he was oppsec to any linc that would not open up the back countryâ€"thit would not go back into the interior, pen it up for setâ€" tlement, and give ben it to the border townshi>s. The projec« was one of his early dovs. Hehad tiken it up twenty years an>, and advocated this route as the Grand Trunk route. He. thought the country here. should have been oper thon. _ He thought it doubly necessary now, _ and _ in â€" conclusion . he would say it rested with ouselves to do it. The consideration of the Railway question was then po-t{:oned unt.l toâ€"morrow, and some routine business being disposed#ol, a sum of $2.50 per man was voted to "cach man of the 18th Battalion, who was out on duty during the last Fenian raid. x Mr. Ross said, that as one of the County Auditors, he wished to bring before them a difficulty which appeared to have arisen in the auditing of theâ€"county accounts, reâ€" lating to the administration of justice,. which had been deposited with the Clerk of the Peace, at the last Court of General Sessions _ Mr. Dartnell had submitted the whole to the auditors, for the purpose of being audited by them. Mr. Dancll obâ€" jected to their doing so, and contended that they should only audit those chargeâ€" able against the county, and that those reâ€" lating to criminal justice which the Govâ€" ermnment were lable to pay, should be lodged with the Treâ€"surer, t, be audited sep .rately by the Board of Government Auditors. The Auditors do not sce their way clearly in the matter, and therefore bring it under the notice of the Councdl. Mr. Dartnell having said it they referred to audit his accounthe wor ‘d proceed by mandamus. . 3 A * 4 ) Mr. Marston, County Treasurer, said that he thought this the proper tim> to inform» the . Council, that the amounts lodged ©w.th the~ Clerk â€" of _ the Peace ‘at the last assizes, which had been audited by the county auditors and paid by the County had not yet been audited by the Government Auditors, who refused tâ€"audit them because they had not been lodged in ‘time with him, Mr. Marston, and in consequenc» the proporâ€" tion of those accounts paid, which should be refunded by Government to the count Â¥, could not be obtiined for some time. Mr. Casselman said it was a matier to be regretted that such unpleasantness should arise, the auditors were placed by it. in an unpleasant position without (ze aid of some leg:il opinion. to guide them. â€" He thought one should be obtaincd for the Board of Auditors at the expense of the County Council.. Mrâ€" Dartnell said he wished to explain to them why it was those accounts relating to Criminal Just.ce, chargeable ~against Government, had not been lodged 11 time with, the County Treasurer by him, as it was his duty to do. The members of this Council would remember that at the last meeting those auditors were appoinied by resolution of theâ€" Council, an(F thatâ€" when tht by law appointing the county officers for the current year was read their names did not â€" appear in it, . and the clerk was â€" ordered to amend it by inserting them, and this wa«s supposed at the time to have been done. The byâ€"law was subsequently published in the v,l)cal newspaper, and the auditors names did not appear in it, nor was there any official notification made from this Council, thwugbgei;~ clerk, either to the magistrates in sion, or to me as the Clerk of the Peace, that any auditors were appointed, and as thestatute requires that county officers should be appointed by Clerk of the Peace, that any auditors were appointed, and as thestatute requires that county officers should be appointed by by â€"law, a question as to the validity of the appointment might arisé,. _ He further found that the auditors had received no official notice of their appointment either, and under such circumstances he did not summon the auditors for the purpose of auditing the accounts, as he would not make himselt responsible for moving withâ€" out any adequate authority, the auditors being then not notilied of their appointâ€" ment. _ Un the Monday after the Assizes the audit of the accounts might have been gone into, but it was not, but the next morning Mr, Daniell and Mr. Ross @â€"me into his Mr. Dartnell‘s office, and Mr. Danâ€" iell informed him that they were ready to go into the accounts, He, Mr. Daitnell, said that he bai not summoned the auditors for these reasons, and that hr. Johnson _ was from home, on which MUr. Daniell directed his attendanceâ€"and he repliedâ€" that on this order he would do so, and the audit was proceeded with, and two or three accounts auditéd, and Mr, m â€" Montrea or »re we n he Svished 1 that in th the proceedings would remind rous, and when i (his return to 11 i 810 W W rt in 11 y avaiiing ce _ which and from t ?
