Rocque, and those who lived in glass houses stiould not thrown stones. He was known tw them for twentyâ€"five years, and no charge had ever been brought against him before. tHe had always done his work wel}, and the charge of dishonety only exâ€" isted in the mind of Ald. A communication was next revl from the City Engineer, asking for the dismisâ€" sal of the present foremen of works and the employment of new men. se Ald. Rocque moved the Council into Committee ot the whole, to deal with the communication of the Clt{e Enâ€" gineer. _ He detailed at some length on the inooupo::gmo’f the {oremen of works, more ially~ the one in Lower Town, whom he could finvo both incompetent and dishorest. He argued at length, endeavoring to prove the dis. honesty ot Mr. Kinselia, when time bei ng oalled he resumed his seat. ~ Ald. Rocque was of opinion that this resolution was an insult to the Engin:er who he considered hai done no more than his duty. As far as the foreman of the street laborers, Tom Kinsella, was conâ€" cermed, he would before the Council rose prove that he was not only unfit to hold the position, but also dishonest ; he would point out places that were supposed to have cost two or three hundred dollars that he could have done with $20. Ald. Rowe was astonished at Ald. Walâ€" ler, as he had ever been most assiduous in attacking the Council for lniunini;:"gi useless persons in their employ. He u; the action of the Engineer, andcomufirod that Ald, Waller‘s juterierence in the matter was opening the door to similar resolutions from every other member of the Counscil.
