Among our telegraphic despatches & few mornings ago was to be found a rather longâ€"winded and not very intelliâ€" gible summary of a manifesto by the President of the United States upon the con lition of Cuba. We all know how that unfortunate dependency of Spain is situated, and the dreadful results of the anarcly ‘and cutâ€"throatism which have reigned aqmongst the people for ‘the past few years. Whatever may be the faults attributable to Spain in that {connection, and however much we may to prepared to condemn the policy he has pursued toâ€" ULTAWA, THURSDAY, NOV. 3, 1875, wards Cubs, especially in regard to \ slavery, we cannot forget that the civip wur â€" was _ fomented _ and is . still maintained by a junta of desperadoes in New York, who infuriate the rebels, by cipcuialing amongst them inflammatory and incendiary publications, supply them with arms, and in fact do all in their power to keep alive the disturbance, exâ€" sept put their own precious lives in peril. Their heroism, it will be noted, is of that fireside description which stops short at the point where actual work is to be done, and shrinks into its shell at the smell of powder. The "warlike eleâ€" ment‘ still exists amongst our Yankee neighbours, and that they have had thei" eye upon Cubs, with a view to annexation, has long been more than suspected, and it bas been hinted that General Grant, in order to retain the political support and influence of that section of the communâ€" ity, if for no deeper diplomatic purpose, has rather favoured their designs than othâ€" erwise, 1t is surprising what facilities have all along been offered by the American authofities for the shipment of arms and the supply of the general sinews of war to the insurgents. The United States press have never failed in courtesy to the leaders in the movement, who are digniâ€" fed with the designation of "patriots," although their purpases are well known to be of the most selfish and ‘unpatriotic nature imaginable, and the means by which they are endeayouring to sttain them of the most inhuman description} We do not pretend to understand Presiâ€" dent Grant‘s latest deciaration on the subject, for that seems to have defied liis own immediate friends and countrymen ; but there is a spreadâ€"eagle smack about its very . vagueness which makes . it _ look exceedingly like an electioneering dodge. 'I'Lnx:oo- session of Cuba is perhaps a very desirable thing in the interest of the Republic over which Geueral Grant rules, and perhaps it is not. The people of the *United States are by no means agreed on. that question themselves, and probably if they were, there are very strong reasons why the " Queen of the Seas ‘‘ should assert her right to be consulted as to the disâ€" position of a property which is very near to same of her own most important colâ€" onial possessions, and forms besides a very important key to the naval soverâ€" eignty which the United _ States might some day desire to *assume, but which Spain could _ not _ if she would, under any circumstances. The probability is that President Grant has never given a thought‘ to the acâ€" quirement of Cubs, or to what he might have to encounter and risk in attempting it. He knowsâ€"quite well that the United States are just now not in/a position to go to war with mybody-JorhinlynoHo: engage in a naval strife in which the first Maritime Power in the world would pro . bably take a part. However, when Genâ€" eral Grant finds the elections likely to go against his party, he is accustomed to get up a little " war" sensation, which rouses the martial spirits of his old friends, and rallies them round the " old flag."
