It is customary, sfd indeed very natuâ€" ral, for the people of Canada, when estiâ€" mating the progress they are making in all that goes to give solid strength and enduring importance to. & mnation, to cdmâ€" pare results with the neighbouring Re:â€" public. . Whatever objections we may have to the "new civilization‘‘ over which Dr. Tiffany grows boisterously eloquent, if we sometimes think that in political corâ€" ruption the people are much too fast and in the punishment of rich criminals a great deal too slow, it must be admitted that in the true sense the United States are advancing with rapid strides. They are our neighbours and our kindred, of the same race, speaking the same lanâ€" guage, possessed of institutions in many respects similar to Oour OWD, devoting themselves to like pursuits, pervaded by the same spirit of enterprise, and actusated by the same aspirations. It is therefore but reasonable that we should draw comâ€" parisons between our own condition and theirs, and strive in all things to be equal to it if not ahead of them. It may be that not unfrequently we are disposed to take credit to ourselves for a superiority over them which the disinterested specâ€" tator would disallow, but it may fairly be held that, if our national structure is not rising, so rapidly and in such gigantic proportions as is theirs, it is at least being built upon a surer and a firmer foundaâ€" tion Our climate may be, more severe, but it is more conducive to physical strength and bodily endurance, and it is a fact as well . established as that the sun shines or the surface of ER EXCELLENCY OTTawWaA, SATURDAY, N the conditions necessary to the producâ€", tion of a race industrious, enterprising, moral, and enlightened, whose progress mayâ€"be gradual but sure, and whose in. fluence in the councils of the nations never fails to be even more than comâ€" mensurate with their population and commercial importance. We have, in, this country, adopted the best features of the systems of Government of the Mother: Country and the United States,‘ and‘ avoided the mjority of the weaknesses by which both are characterized. We have all the liberty of a democratic republic, with all the solidity of a limited and constitutional monarchy. In respect ; of our system of national defence, we were also justified in taking a wrinkle from our neighbours across the line, and that has been done in connection with the insti tution which forms the subject of this article. It has sometimes been charged against us, not only in the United States but in . THE that the latter are Nov. 6, 1875, &4 upon to deal with the subject of national defenceâ€"a subject which has ever been removed â€" in â€" all its _ comnections above the strife of party or the intrigue . of [ political warfare . It was well remarked by the Premier, at the opening of the Dominion rifle matches a year ago, that t e same duty in regard to militia affairs lay before every Government, since public opinion was as nearly a unit on the question as it was possible to be. It was with the hon. gentleman himself that the idea originated of establishing in C:md: a military colâ€" lege, upou the same principle as those at ‘West Point, U. S., and Sandhurst, England â€"an idea which was no sooner expressed, than it received the unqualified approval of the whole body politic, and has been highly commended by the leading organ s of public opinion in Great Rritajp, among which may be~ mentioned the Standard, the Pall Mall Gazette, and the Saturday Review, all of which have adverted to the matter at considerable length. The efforts of the Minister of Militia, ably assisted by the Adjutant General, Colonel Powell, to give effect to Mr. Mackenzie‘s proposition, â€" PUY 2 Mmar y ons ons have at last culminated in the establish ment of a college at Kinyston, the reguâ€" lations for the government of which were published in last week‘s Official Gaszette. These â€" regulations will, we venture to think, be found to meet the requirements of the institution exâ€" gellently, and we . hare not the l-lighmz doubt that experience will moumcaents prove them to have been devised in the |â€" best interests of the country. The oon"' tribution to be levied yearly in considera, ‘. tion of the education imparted, may . appear to be rather heavy, when taken in comnection with the expenses of outft, &c., and might tend to make the institirâ€" tion a refuge for the sons of ‘rich men, to the exclusion of the general community. The idea at present, we understand, is to make the College self.supporting as far as possible, but the public need scarcely be assured that a Liberal Government will never consent to making an instrumem} for the creation of class distinctions what is the property of the whole ‘community. This would be neither more nor less than doing what it has been found necessary to undo in the more aristocratic Mother b'(;uhtry, and no party could hope to retain ‘the favour and support of the electors which would propose anything tending in that direction. These Boards will assemble, as has already been announced, for the first examinations at the office of the Deputy Adjutant Gen eral, at the Head Quarters, in the several Military Districts, viz:â€"At Victoria, B.C., Winnipeg, Man., London, Toronto, Kings ton, Brockville, Montréal, Quebec, Fredâ€" ericton, Halifax,and Charlottetown, at ten a‘elock a.m., on the fourth day of January 1976, A sword will be given at each final examination as a special reward for exâ€" cellence of conduct. The commission in the militia service of not more than three Cadéts who . are recomâ€" mended by.â€"the â€" Commandant on their finally leaving the College as hnving especially distinguished themselves, an who at the end of twelve months are reported by the Officer Commanding the Militia as having,performed their daty in a satisfactory manner for that period, shall be ante datecs twelve months. In the case of a cadet who is absent a whole term on account of sickness or rusticating, & payâ€"â€" ment of $50 shall be required of lnxnz)r the priviler of his name being kept on the rolls of the college and for a vacancy being guarauteed at the commencement of the next term. ‘An allowance for | travelling nÂ¥em- at the rate of four cents a mile, for that number of miles beyond 500 necessarily travelled between the headquarters of the Milihr{hDinrict | in which he resides and the College, will be paid to each cadet at the time he is first admitted, and ‘a similar allowance for travelling expenses _ to the headquarâ€" ters of the same Military District will be cfd to each such cadet who has satis torily passed final examination at the college. _ No allowance for travelling expenses will; be granted to those who reside within 500 miles from the college. Whatever faults th;o Finance M:all:t:r may possess, or may wi e has certainly been un:sh:.sl’yd successâ€" ful in the handling of the last as well as of the present Canadian loan. , The pres~ ent, for £2,300,000, of which £1,500,000 has the Imperial guarantee, has ‘been more successful than any previous Canaâ€" dian loan ; though all considered, the result reflects no greater lustre upon ‘Camdisn credit than the previous loan. This is owing to the fact that the previous one was Wriguaranteed by the English Government, while: the latter is endorsed by England to the extent of threeâ€"fifths of the amount. . Of the value of such indorsa tion,proof is furnished in the LondonStand ard‘s quotations. The "Canadian four per cents. guaranteed by the Home Gov. ermment were guoted to day 104 to 106, and the unguaranteed four gtr cents. 91 to 92, with transactions at 91 3â€"4 and 91 7â€"8." Chief Justice Harrison‘s reply, received yesterday, will be found in its proper place.
