-v] | 1J it h 1# 11. [ 13 U It is just this impartial element in the tribunal~ which disturbs the intensely selfish heart of old Uncie Sam. That _ the _ United States â€" Governâ€" ment _ and _ people know well enough the immense value to them of the Cansdian fisheries to which they are secured access by the Treaty of 1871, is sufficiently evidenced by their fevarish anxiety about what they absurdly call. their " fishery rights ‘‘ in our waters, and their willingness to incur the cost and hivoe of war to enforce their seâ€"called claims. Ii suits them, however, to deny the value of the concessions they obtain whenever there is any prospect of being obliged to pay some equivalent. This they will no doubt endeavour to do more strenuously than ever since the Commisâ€" sion they so much dread bids fair to ve constituted not altogether to their own ‘likimg. We find alreaay that the organ of the New England fishermen, the Cape Ann Advertiser, is pouging away at depre ciation. The Advertiser assures us that there is not the least anticipation of war on account of the fisheriess and gives a peculiarly American reasor‘ for disbelieving the absurd rumours set afloat. It is no less a reason than that, the fisheries are * of little use to the " United States, argi the Canadians know "themselves that they have passed out ©" of existence as a consideration of value. " There is nothing for the United Statesâ€" " to fight for, as we do not need their fishâ€" " eries, and it ‘is uot, as many suppose, at: # all necessary to the success of theâ€" " American fishermen to have the right " to fish within three miles of the shore; " neither are the fish to be caught therg."" 1{ we did not know what a queer people are our neighbours across the line,; this: declaration _ would be _ unacâ€" countable. Why, it is not quite five], years since the Dominion of Canada was | ‘ threâ€"tened with tire and sword because some half dozen innoceut Gloucester men lost theirâ€"fishing vessels whulst trespaes‘ug | â€" on Caradian fisheries. President Grant | declared war against us in that celebratâ€" | | ed message: which was so mercilessly reâ€" viewed by an officer of the Fisheries partment.â€" . Everybody recollects the{â€" blood and . thunder manifestos issued : from fishing villages in the Eastem| States, setting forth urzeard of outrages | : by the _ Marine Police; cruisers of audacious Canada _ Bat for the life of us we can‘t understind why |, all this threatening and outcry was neâ€"| cessary if Unitad States citizens never |‘ needed to and never did fish in forbidden |:| waters. There was a very simple remedy | , in staying at home or at least in keeping | 1 off their neighbour‘s property. We have P said this queer pretence needs to be g viewed in the light of a knowledge of | , American ideas of honesty and faimgss. | J They bluster and threaten about privi‘ 15 leges which they preieud areâ€"not worth } having, just because they are broutht face | ; to fice with . the _ necessity for | & payivg for their real value. ‘That‘s the ! rub. _ After enmjoying the use of our 5 tisheries for nearly five years without compensation, it seems odd that the. only recompense they want to afford is | ; depreciation. in other respects their|! Congress and Government have practi~ P cally repudiated the obligations they |,, entered into under the Treaty of Washâ€" ington, and we suppose that to depreciate | ® the privileges they are enjoying best C betits repudiating the contract. ® The discussion commenced by a conâ€". temporary relative to the proposed emiâ€" gration of a section of the Iroquois tribe of Indians to the United States suggests one or two considerations upon which‘ it might be well for our dusky brethren to ponder before they proceed to carry theirn intentions into effect. ‘The dealings of the Soversign of the British Empire‘with the Aborigines of North ‘America, which may be said to haye commenced.. when the firséabip load of Englisivadventurems landed upon the shores of "th# Ne# We lass week republished an article by the Washington correspondent of the Bostan Herald relating to the ciaim of Canada to compensation for fishery priviâ€" leges under the Washington Treaty. This article, although of the sensational type» was yet explicit enough to show that in official quarters some apprehsnsion is felt about the appointment of & third Comâ€" missiqner, The United States Governâ€" ment, having in so many instances overâ€" reached Grest Britain in (lealing with these Colonial questions, was keen to seoure the preliminary advautages of a preponderance of American influence on the Commission. Failing to do so, the selection of an umpire from jndepemdent sources now threatens to defeat the rational expectation of a partial award. Â¥th. Indesd the ‘ | loyalty of the Indians of Canads and their l' friendly and peaceful relations with the white population, have been the subject | of worldâ€"wide admiration . The Iroquois | have been no exception to this general rule, and we are not aware that they ever yet made any complaiung, their proposition to leave us notwithatanding. | They may have too little room in their territory at Caugbnawuagha, but the evidence is very } stormgly the other way. Iudeed, there are thousands of white men on the other side of the Atlantic, and hundreds on this, who would be glad to take up and cultivate the 20,C00 acres which they seem to think unworthy of their labour. But, supposing that they really have some grievance, it would be well for them to glance for a brief space at the past policy of the United States towards their race, before they change their allegiance. That policy is well known to beâ€"exter. mination. And it his been wonderfully successful. Have the indians on the other side of the line a valuable reserve, which a white man could occupy to ad« vantage ? Then Uncle Sam tgkes it If the Indian is willing to secept a nominal consiteration, he may, but: if he is unâ€" willing to part with his property. on sny consideration, he retains it at {he peril of his life. The history of the Indian in the United States has been s record of murâ€" der, bloodshed,‘ ‘jealousy and hatred, Our Incquois friends may have very fine. promises from our neighbours. â€" What:) Assurance have they thatâ€"these promises will be made good ?
