He believed the same remark would awply to our manager and the other officials ou the t staff. They were mereâ€" ly elected under the law, which was framed by the City Council and a deâ€" putation of prominent ratepayers, and he was of opinion that the law in this resâ€" pect would become more and more pf pular eveâ€"y year, by being worked and applied by upright and capable commiss oners, and efficient and responsible officials. Asâ€" sertions had been made by one or two ratepayers at the last ward meeting, that the Board were going in debt every year. He bad taken the trouble to compile some statements respecting their finan cial position which, if examined ‘carefully and without prejudice, would show the true position of the liabilities, and not ouly prove that they are not going into debt, but to the contrary had applied a surplus of consideracle amount to the exâ€" tensions of the works last year. and which were now paying over 15 per cent on said extensions.
