(Applause ) Mr. U‘Ksere said he came here t> give bis views on the municipal | situa tion. _ He noticed in one of tc day‘s papers that more tmeetings were held in By Ward than in any other. It was easy of explenation ; By Ward had be n more grosaly represented than any other, and the elect ors rose indignautly to thr ow off the imcubus. (Applause ) The caiâ€" va=» of Mesais. As regards contracts given out by the Coun cil, he thoughbt it was shameful ; they a‘â€" lowed exira privileges, increase of estiâ€" mates, until, as in the maiter of the bridge lately erected, the structure cost three times the amount of the origine‘ specification ; bhe would strenuously: 0pâ€" pose that kind of thing if returned ; he would not say that aldermen profited by it, but they certainly were not losers ; there was the City Hall, for instance, there was not a word about extras in conâ€" nection with it at present, but wait till the election is over and then they will find them plentifully enough. â€" requ A Voiurâ€"I beg your pardon, the bi.l| for extras has already been received. | Mr. O‘Krzrszâ€"If so it was unknown :> him, but he promised if returned to check every paper and oppose any peyments beyond â€"what is contracted for in the original estimates. (Applause.) Look at Anglesea square as beautiful a place as there is in the city, but at present it is macadamized > with â€" suow. (Larghter). Feople drive away from it, they neglect it, but it is only what our representatives do every year and every month. grossly meg‘ect it. They take their old planxs np from Upper Town and bring them done here, an{tbing is good enough for: this end asd that is how things are managed. _ All these delinquencies make the sins of the pres nt Aldermen and c y out for their expilsion. The city is deâ€" frauded annually of tbousanas of dollars on account of gaol and other expenses, incide.tal to the Couanty. Ottawa is assessed to its full extent, but the County is not to a fifth. We have here evey year an assesement, while in the rich County of Cs:letoa they have not had one during the p st ten years, and there they strike a rate and each pays equally, that is, according t» the assessment, which every one k: aw was a farce. These were slight impo=‘tions only, but they served t> show in what way the business of the city was neglected and the money squanâ€" dered. It &>s into improper channels, and while the ratepayers were bemé robâ€" bed dust was thrown in their eyes. Hence the present unworthy aldermen should be turned out and men o° trust put in their places, and if they again <£d not fulfl their trust, les them also be replaced. (Applause.) . e C fl'uâ€"f;fio'wmg communication was then read from Ald. Chabot : l GzxtLexz:,â€"Some rumours having been circulat xd this morning to the «ffect that I have formed a ticket with some canâ€" didates of this Ward, I can only repeat what {have already declared publicly " that I have not, and will not, form a ticket with any beJy, and that I will stand neutral in the present contest." . o M Please excuse me for not being present at your mbolingi‘md tbe kind enough to> vote for me on Tuesday, the 2nd prox. Your obedient servant, s P. H . CaaBot. Mr. O‘Kezrs baving made an explanaâ€" tion as regards the foregoing letter, Mr. Lewaiss nextâ€"spoke in French, and referred to the â€" scanualous state of Patrick and Wurray streets, and other places, which, he said, could not be in their pre:ent state if the aldermen atâ€" tended to the iaterests of the ward for which they had been returned to the Counci‘. (Applause.) He next referred to Major‘s H:l!, and the money that had been experded on it, not for the war smiling faces around him, whether they were friends of his or not, though he was morally certain tbey would all vote for him on next Tuesday, but no matter for whom they voted he was confident they would do what was right and proper (Applause.) When the present contest was over, he hoped the illâ€"feeling at preâ€" sent existing, if indeed it did exist, would be over st the same time (applause), no matter who they put in. A Voiureâ€"We won‘t put you in. _ * Ald Hexzyâ€"Ob, yes, you will. (Lauga ter.) Of course t{:o present aldermen were ali in the wrong, and the other can didates were all in the right, but it should be borne in mind that they were as yet untried, and had, therefore, no sins t9 answer for. For his part he was fully confident the electors of By Ward would return him to the Council at the next er By Wa<D MEETING. empting to hold the municipal reins ong. Let the young men get a e. Now when the last iniquitous " Local Improveâ€" ment Byâ€"law " was passed it was against their will; they were outvoted, and it was carried over their heads. He was going to vote against it whether put in or not, as there was an effort about to be made for ita repeal. W hen be said whether he was put in or not he was only joking, as he was sure he was going in. (Laughter.) l{e was not about to deny anything he had done while in the Council. A petiâ€" tion as lovg as from here to the river came in asking for & bonus to a railroai from here to Pembroke. He voted to bave it received, he always ieard the voices of tae people and he alâ€""ays would. (Cheers.) He was in favour of that byâ€"law, and he was not here to deny it. He listened to the voice of the pecnle and voted for its beinz granted on ce‘ ain conditions ; one was thit it be built straight to Arnprior, instead o. Perabrole, so as to bring the whole trade of the Upper Ottawa into this city. (Applause.) !t was not done, aid, therefore, the Byâ€"law was rej ted as it desorved to be. They had hes 1 esoused of not opening up Mursay street. They tried t> have it opened several times, and ho even went sround with a petition t> be signed by there baving lots abutting on the street. The Council said if the people wanted a street they should help +» open it by their morey. They did not do so. Mr. Coxwarâ€"Did you have property ther > the 1 ? Ald. McDoccaLâ€"No, sir. MoD.â€"It does not follow that beâ€" cause you say so, Mr. Conway, it is correct. (I wughtor.) After this some of the proâ€" prietors whuited the street opened as far as the river, thus making a burleeque of it. $ , A Vorceâ€"How is it that Ald. Durocher was only one year in the Couneil, and yet was very near carrying it. Ald. McDovear said he helped him aloug as well as he could. He hoped the coutest would be carried on on its merits and that no personalities would be inâ€" dulzed in. Mr. Starrs suggested :P-t inâ€" siead of building on Major‘s Hill the aldermen should build down here, but what about the magnificent castle Mr. Starrs was building out in Nepean, thus taking money out of the city? (Cheers.) A Vorceâ€"He does not like t» build among our h is at this ead (laughter). A debate here ensued between Ald. McDougal and Mr. Conway, relative to the Local Improvement byâ€"law, wherein it was shown by the alderm»«, by printed by: law, that his party were outvoted. _ Mr. Cosnwayâ€"Where are all the stones go.~« to ? _ Ese 80 _ Ald. Mr. Coxwaryâ€" Why did you sell your property on Murray street? (Laugh:er.) Ald. McDovoar â€"Because I got a good price forit. (Laughter.) . _ _ Mr. Coxwarâ€"You are in the Council long ecnou h. (Applause.) _ _ Ald. McDovearâ€"I shall be there longâ€" er. (Laughter.) He was no orator like Mr. Conway. Me‘concluded by thanking them sincerely for the attontion with which they had heard him., â€" _9 Mr. Stares said so far as he could unâ€" derstand the thing, it amounted to thisâ€" Aldermen Heney and McDougal had too much business to attend to. Thoy had always as an excuse that the measure was carried over their heads, but that was | absurd. This could no longer pull zh.‘ wool over the eyes of the electors. Why did they not go arow .d for an hour or two. and â€" consult with the ratepayers ? If they went to their brother chips of Upper Town they would have the comâ€" mon courtesy to & i6 down and inspect the strcets. As re rds his building a house on Bank street, he would only say, if things were carried on â€" s they were at present more than he would build out: side the city. If the Aldermen looked after the interests of the Ward, in a proâ€" per ma~uer there would be more fine houses going up in Anglesea %m After a fow remarks from .
