Presents brief to Ministry of Culture and Recreation Taylor wants increase in Wintario funds for Simcoe Simcoe Centre MPP George Taylor has presented a brief to the Minister of Culture and Recreation, complaining that the county is not as ecomomically developed as the minister believes. Taylor's brief argues that the formula for allocating Wintario funds for the development of cultural and recreational Raeevli fice gs is discriminating Simcoe County. As it stands, the for- mula is different for the _ province. The reasoning behind the boundaries is that con- struction costs are higher in northern and eastern Ontario. * "When the Wintario Capital Grants Programme was established," said Robert Welch, Minister of Culture and Recreation, 'it was designed to provide a greater degree against of Wintario assistance for projects in northern and eastern recognition of the higher Ontario in southern Ontario, of costs of construction in which Simcoe Centre is a part, than the northern and eastern sections of those more communities." isolated Taylor argues con- Mr. and Mrs. Belleghem This happy couple, Joan Boucher and Leigh Belleghem, tied the knot at First Presbyterian Church in Penetanguishene November 12. No injuries resulted and charges weren't laid. Acolf Doucette Adolph Doucette of Perkinsfield passed away on December 15, 1977 following a brief illness. Mrs. Carriere is sur- vived by daughters Rita (Mrs. Oliver Buttineau), Cecile (Mrs. Edmond Buttineau) and Delima (Mrs. Fred Longlade). Surviving sons are Albert Carriere and Philippe Longlade. Services were held at St. Ann's Memorial Church Christmas eve, led by Father Justin Desroches. She was buried at St. Ann's Cemetery. struction costs shouldn't be the sole determinant of how much Wintario money an area is entitled to. 'In re-considering these boundaries," said Taylor in his brief, "the questions to be asked are" not only to what extent do construction costs vary across regions, but also to what extent do lower levels of ecomomic development handicap the collection of sufficient private funds by non- profit organizations who wish to apply for Wintario grants." Wintario will contribute up to one-third of the total Christmas arrivals at PGH Christmas came a little late for four families-- and the presents weren't wrapped in Christmas paper and placed under the tree and they don't run on batteries. The presents were in the form of new additions cost of the construction or recreation centre, of, for example, an arena provided an equal amount L, anbuas batse of Penetanguishene are the proud parents of a daughter. She was born the day after Christmas. Mr. and Mrs. Daniel McLean of Elmvale received a special sur- prise as Mrs. McLean gave birth to twin girls on December 27. Mr. and Mrs. Dale Buchanan of Elmvale are the new parents of a baby girl born on New Year's Eve. Also born on New Year's Eve was a boy to Mr. and Mrs. Barry Smith of Dufferin St. Penetanguishene. Penetanguishene General Hospital was the location for all the births. of money is raised from private sources. However, under the special northern and eastern regional grant formula, Wintario will contribute up to one half of the total cost of a project, and matching funding on a basis of $2 for every $1 raised privately. - Taylor's brief cites a low level of construction activity compared to eastern counties, a high rate of unemployment and a low average income as proof of "'the relatively weaker ecomomic situation of Simcoe County." Taylor also argues that construction costs are not significantly higher in eastern counties than in Simcoe. Last year Simcoe County ranked 13th out of 15 eastern municipalities in the amount of Wintario grants received and 27th out of 48 counties in Ontario. Taylor also points out that $21-million remains in Wintario coffers. "Since Wintario funds continue to accumulate," he said, "this proposal to increase capital support grants in Simcoe County would help put a small portion of the ever in- creasing surplus of Wintario monies to beneficial use in the community." - The brief encompases another ecomomic situation in which Taylor feels Simcoe County is being discriminated against. He feels the same arguments outlined in his brief concerning Wintario grants apply to the ex- tension of the provisions of the Eastern Ontario Development Corporation to Simcoe County. At present local en- trepreneurs can borrow up to 50 per cent of their costs from the Ontario Development Corpo tion. However, if Sime County was included vin' the EODC, local en- trepreneurs could borrow up to 75 per cent of their costs. The brief was subm- itted to Mr. Welch and Claude Bennett, Minister of Industry and Tourism.
