Unique history County of Simcoe Library marks 40th In the words of its constitution, the County of Simcoe Library was established '"'to assist in the improvement and extension of library service in the County," primarily by sup- plementing the bookstocks of member libraries, but also in any other way possible. Its members now include all the town and village libraries of the County, plus the non- operating boards in townships which pur- chase all their library services from neigh- bouring municipalities. Also included are: -- Base Borden Public Library, and the patients' library at the Oak Ridges Mental Health Centre. The Library's bookstock is now ap- proximately 90,000 volumes, including a wide selection of large print and talking books. About half the collection is located, on a rotating basis, in the member libraries (except Midland). The rotation is ac- complished by means of a bookmobile which visits each library once every three months. The other half of the bookstock is located at its offices in the County Administration Building in Midhurst. from which the library also operates a reference and inter-library loan service for member libraries, filling 6,259 requests for specific books and subject materials in 1979. To complete its coverage of the County with j library service, the County Library also operates a Books-by-Mail programme, through which any citizen in the County unable to get to the local library can receive, directly by mail and without charge, any material available to the local libraries. In addition to these services, the County Library also purchases and processes books for some member libraries. In 1979, we processed 3,299 volumes for member libraries, in addition to the 5,401 we pur- chased for ourselves. The Library also holds workshops and offers advisory and in- structional services as required by the local libraries. To perform these services, the County Library has a staff of five full-time and three part-time employees. The Director is Ken- neth B. McPherson. Libraries The County of Simcoe Library is the only one left of the County Library Co-operatives. All the others are now County Public Libraries (except for two which disbanded), with the assets and administration of any public libraries who wish to join being vested in one central board. It is governed by a Board appointed by County Council and consisting of three County councillors plus the Warden, and three other citizens. Councillors have a one year term, the others a three year term. The Board meets eleven times a year. This year's chairman is James Dickey, reeve of Alliston. The County Library is financed primarily by a County Council grant (1979: $117,254.25), a Provincial grant (1979: $16,500), and member fees (1979: $11,123.35). The total expenditures for 1979 (excluding books purchased through us by member libraries) was $150,633.17. We have estimated that for this amount member libraries received services worth more than $925,000 if purchased individually, rather than co-operatively through the County Library. The County Library is also one of 5 libraries in the Georgian Bay Regional teleprinter network, along with Owen Sound, Barrie, Orillia, and Bruce County Public Library. This is used primarily for exchanging inter- library loan requests within the Georgian Bay Region of Bruce, Dufferin, Grey, and Simcoe counties. If a request cannot be filled within the region it is forwarded through a national network of large libraries, by the Regional Library System's headquarters in Barrie. Named Simcoe County Library Association. 1943-45 - first full-time librarian. 1943 - began library service to elementary schools. 1946-53 - housed in its own quarters at 115 Dunlop St., Barrie. 1948 - name changed to Simcoe County Library Co-operative. Present constitution adopted. 1954 - moved to quarters in County Court House in Barrie. 1961 - service extended to high schools and homes for the aged. 1966 - Georgian Bay Regional Library System established. 1969 - school library service discontinued. 1973 - County Library moved to new County Administration Building, Midhurst. 1975 - Regional teleprinter network established. 1976 - name changed to County of Simcoe Library. 1978 - Books-by-Mail established.
